About this opportunity
The State of Colorado Department of Natural Resources, Division of Reclamation, Mining and Safety is issuing a Request for Documented Quotations for the Madonna Project, a mine closure and safeguarding initiative located in Chaffee County above the Monarch Limestone Quarry along Highway 50. The project encompasses the safeguarding of 12 adits and 9 shafts across 22 mine features (M-01 through M-22) using specialized closure methods including steel grates, polyurethane foam plugs, and grated corrugated steel pipes set in bulkheads. Bidders must provide pricing for four primary line items on a lump sum or unit price basis: mobilization and demobilization, project safety and health and environmental action plan development, installation of mine closures across all 20 identified features utilizing various closure methods, and additional polyurethane foam work on a not-guaranteed basis. Five historically eligible features (M-01, M-02, M-13, M-14, and M-15) require special preservation care in their closure methods. A mandatory pre-bid meeting and site showing will be held on-site on Wednesday, May 27, 2026 at 11:00 a.m., with written inquiries accepted through June 4, 2026 at 5:00 p.m. Bids must be submitted electronically via Colorado Vendor Self Service by 4:00 p.m. Mountain Time on Monday, June 15, 2026, with bid opening on Tuesday, June 16, 2026. The construction performance period is scheduled for July 8, 2026 through September 5, 2026, with a 60-calendar-day completion deadline after receipt of the Notice to Proceed, including ten calendar days for mobilization.
The contract includes a Colorado resident bidder preference and a 5 percent preference for certified Service-Disabled Veteran Owned Small Businesses in the award evaluation; award will be made to the lowest responsive and responsible bidder. Contractors must comply with Davis-Bacon Act prevailing wage requirements for all applicable trade classifications, the Buy America provisions of the Bipartisan Infrastructure Law regarding domestic materials, and the Buy Clean Colorado Act requirements for embodied carbon emissions limits and Environmental Product Declarations. Performance and Labor and Material Bonds equal to 100 percent of the original contract price are required for contracts exceeding $150,000, and 5 percent retainage will be withheld for projects exceeding that threshold until satisfactory completion. Contractors must obtain comprehensive insurance coverage including workers' compensation, commercial general liability of $1,000,000 per occurrence, automobile liability of $1,000,000 combined single limit, pollution liability of $1,000,000 per occurrence with $2,000,000 aggregate, and aircraft liability of $5,000,000 if aircraft or drones are used. Liquidated damages are assessed at $400.00 per day for non-compliance with the 60-calendar-day completion requirement. The project is funded in whole or in part by federal funds from the Department of the Interior/Office of Surface Mining Reclamation and Enforcement under Assistance Listing Number 15.252 and by Colorado Severance Tax collections; specific contract values are not disclosed in the available procurement documents but will be determined through the competitive bidding process.
