About this opportunity

The Colorado Division of Reclamation, Mining and Safety (IMRP) is soliciting bids for mine closure and remediation work across 54 features on the DRUM West Calamity Outlaw Project on Bureau of Land Management properties in southwest Colorado, with bids due August 25, 2026. Davis-Bacon prevailing wage requirements and Build America Buy America domestic-sourcing mandates apply. The project is federally funded and subject to Uniform Guidance compliance.

The scope encompasses closure and stabilization of adits, prospect adits, shafts, and subsidence features using methods including bat grates with full bat ladders, corrugated steel pipes with bat grates, polyurethane foam backfill, bulkheads, cable netting, and fencing. A subset of work involves welded steel fencing 10 feet high, approximately 17 linear feet, constructed to ASTM A36 and ASTM A500/A513 structural steel standards with specified picket, rail, and post dimensions, concrete footings 3 feet deep, and welded seams and intersections. Multiple sites require specialized considerations including bat exclusion prior to construction, archaeological monitoring, helicopter access, and radiation hazard protocols. The work list identifies each feature by unique Feature ID with NAD83 UTM coordinates, excavated and present dimensions, and depth measurements.

Uranium work safety procedures establish mandatory radiation controls. Contractor staff are limited to 1,000 annual hours under mine brow with continuous radon progeny monitoring using calibrated detectors at a 0.2 Working Level threshold and an annual radon progeny exposure cap of 1.0 Working Level Month per person. Gamma radiation surveys must be conducted on all work areas involving excavation of mine benches, ore stockpiles, or mine waste, with a maximum annual gamma exposure limit of 2 rem per person. Contractors must implement engineering controls, administrative controls, and personal protective equipment including NIOSH/MSHA-approved fitted respirators with P100 filters for welding under the brow and full self-contained breathing apparatus for underground work beyond fifteen feet.

The Safety, Health, and Environmental Action Plan (SHEAP) requires comprehensive compliance across 21 categories including hazard training, fall protection, equipment operation, environmental waste management, hanta virus precautions, and white-nose syndrome decontamination protocols. All employees must receive orientation training and sign acknowledgment prior to work.

The bid schedule requires pricing on a per-unit basis: labor (hourly rate), grating material (per square foot), and polyurethane foam (per cubic yard). Bids must be submitted through Colorado's VSS portal. The contract is subject to termination for convenience upon thirty days' notice and incorporates federal Buy Clean Colorado requirements for environmental product declarations on eligible materials. The contractor must maintain workers' compensation, general liability ($1 million per occurrence), automobile liability ($1 million combined single limit), and pollution liability ($1 million per occurrence) coverage with the state named as additional insured.
