About this opportunity
The State of Colorado Department of Natural Resources, Division of Reclamation, Mining and Safety is requesting documented quotations for the Cottonwood Mine Closure Project in Clear Creek and Gillin Counties, with bids due August 20, 2026 and mandatory virtual pre-bid meeting attendance required by August 4, 2026. Service-Disabled Veteran Owned Small Businesses (SDVOSBs) certified through the U.S. Small Business Administration receive a 5% price preference if proper documentation is submitted.
The scope encompasses safeguarding twelve new mine features and maintaining six existing features across multiple sites using machine backfill, corrugated steel pipe installation, native rock bulkhead closures, shaft grating with bat cupola alternatives, and access door repairs. Work locations span both public and private lands with difficult access involving steep slopes and long off-road distances. The project specifications prescribe standardized closure methodologies with detailed material and sediment control requirements, including installation of excelsior waddles ranging from 20 to 50 feet in downgradient areas. The Bid Schedule requires per-unit pricing for applicable line items and consolidated total pricing organized by closure type and feature ownership; Item 4.0 consolidates seven mandatory closure features that must be priced as a single total, while Items 5.0 and 6.0 covering additional safeguard and maintenance features are marked "NOT GUARANTEED" and represent optional contingent work.
Work is scheduled between October 5, 2026 and December 11, 2026, with a sixty-eight calendar day completion timeline including ten days mobilization. Performance and Labor and Material Bonds are required if the bid amount exceeds $150,000 at 100% of the original contract price. The project is federally funded through the Department of the Interior Office of Surface Mining Reclamation and Enforcement, the U.S. Department of Agriculture Forest Service, and Colorado Severance Tax funds. Davis-Bacon Act prevailing wage requirements apply with weekly certified payroll reporting (WH-347). Build America, Buy America Act requirements and Buy Clean Colorado Act provisions for eligible materials with Environmental Product Declarations are mandatory. Contractors must obtain comprehensive insurance including $1,000,000 Commercial General Liability and pollution liability coverage. Written inquiries are due August 6, 2026 at 4:00 p.m. MT. All bids must be submitted electronically via Colorado Vendor Self Service or email if that system is unavailable.
