About this opportunity

The Colorado Division of Reclamation, Mining and Safety is soliciting sealed bids for the Venture Project (Bid Number PKA-16-767), a mine reclamation initiative located near Leadville in Lake County, Colorado. The project encompasses the management and remediation of nine waste rock piles totaling approximately 4,900 to 5,400 cubic yards across the site. Primary deliverables include constructing a 1.5-acre onsite containment cell with specified grubbing and topsoil stripping, excavating and transporting mine waste material, installing 1,500 linear feet of sediment control fencing, constructing up to three sediment traps with eight-foot PVC pipe outlets, implementing sediment and dust control measures, conducting revegetation across 2.5 acres with 2,500 pounds of approved fertilizer, and restoring stream channel configuration. The contractor must mobilize and demobilize equipment, conduct a pre-excavation topographic volume survey, develop and implement a Project Safety Plan, Traffic Control Plan, and Dust Control Plan within five working days of the Notice to Proceed, and complete all work within 92 calendar days from the Notice to Proceed, with work commencing within 10 days of that notice. A mandatory pre-bid meeting and site inspection was held on May 31, 2016, at Turquoise Lake Dam west of Leadville at 10:00 AM. The initial bid submittal deadline of June 14, 2016, was extended via Amendment No. 2 to June 21, 2016, at 4:00 p.m., with bid opening scheduled for June 22, 2016, at 10:00 a.m. All personnel must possess current 40-hour OSHA Hazardous Waste Operations and Emergency Response (HAZWOPER) training documentation prior to project start, and all bid items must be fully priced or the bid will be disqualified.

Responsive bids must include a completed bid form, bid schedule, bid bond, and equipment list submitted as sealed single copies via mail, hand delivery, FedEx, UPS, or courier service to the Division of Reclamation, Mining and Safety at 1313 Sherman Street, Suite 215, Denver, Colorado 80203; electronic submissions via facsimile, Western Union, or telex are not accepted due to temporary system issues. A bid bond equal to five percent of the total bid price is required for contracts exceeding $50,000, while performance and payment bonds at 100 percent of the contract price are required, with retainage of 10 percent for contracts between $50,000 and $149,999, or 5 percent for contracts of $150,000 or more. Liquidated damages are assessed at $400 per day for project delays. The project is funded through a cooperative agreement with Freeport McMoRan Corporation and is scheduled for construction between August 1, 2016, and October 31, 2016. The bid documents do not identify specific set-aside designations, disadvantaged enterprise restrictions, incumbent vendors, or award value ranges. Additional bid items for biosolids transport and compost procurement are included but not guaranteed and will be utilized only if site conditions change and the Project Manager approves their use.
