About this opportunity
The State of West Virginia, through the Division of Corrections and Rehabilitation, is procuring pizza delivery services for Pruntytown Correctional Center located at 2006 Trap Springs Road, Grafton, West Virginia 26354. This Request for Quotation (ARFQ 0608 PTY2000000016) seeks bids for two types of 14-inch hand-tossed crust pizzas: 800 units of pepperoni and cheese pizza and 50 units of cheese pizza. All pizzas must meet a minimum diameter of 14 inches and must be delivered to the facility between 10:00 AM and 1:00 PM. Vendors must include all delivery charges within their unit pricing and are required to provide complete vendor information including name, address, phone number, fax number, and email address. The selected vendor must deliver contract items within seven calendar days of receiving a purchase order or notice to proceed. A mandatory pre-bid meeting is required for all vendors; failure to attend will result in automatic disqualification. The bid opening and response deadline is May 1, 2020, at 9:00 AM to 10:00 AM, with quotations submitted electronically through wvOASIS or signed and delivered to Christina R. Wilfong prior to the deadline. Award will be made to the bidder offering the lowest overall total cost as demonstrated on the pricing submission form.
The solicitation contains no specific set-aside designations or restrictions limiting responses to particular organization types, and no incumbent vendor information is identified in the procurement documents. Vendors must comply with all applicable federal, state, and local laws and submit a completed Purchasing Affidavit affirming compliance with West Virginia's debt requirements; related parties (defined as those connected through blood, marriage, ownership, or contractual relationships where they receive a benefit of five percent or more of the contract value) must also satisfy these requirements. The vendor must maintain Commercial General Liability Insurance and Builders Risk Insurance equal to 100 percent of the contract value, with the State listed as an additional insured. Pricing must be firm for the life of the contract, and the contract term includes two successive one-year renewal periods. Payment will be made by electronic funds transfer or P-Card only, on an arrears basis following delivery and acceptance of goods, with all shipping costs borne by the vendor on an F.O.B. destination basis. The contract is contingent upon legislative appropriation of funds, and failure to appropriate funding would render the contract void on July 1 of the applicable fiscal year.
