About this opportunity
Pitt Community College in Winterville, North Carolina is requesting qualifications from engineering firms to provide design, bid, and construction-administration services for water-line improvements on the main campus, with qualifications due August 20, 2026 at 3:00 PM EDT and a pre-submittal meeting scheduled for August 6, 2026 at 10:00 AM.
Proposing firms must hold current North Carolina engineering licensure and comply with State Building Commission requirements. The scope encompasses replacement of existing asbestos-cement water mains with PVC piping and installation of a new internal-loop water main with isolation valves for individual buildings to address original lines that have exceeded operational expectancy and prevent building isolation. Work must minimize water-service interruptions through after-hours scheduling to accommodate continuing campus operations.
The total project budget is $2 million, funded through County Appropriations. The design contract is targeted for execution by October 1, 2026, with the bid phase on March 1, 2027, and construction between May 1, 2027, and August 10, 2027. Designer interviews are planned for August 25, 2026.
Proposing firms must submit three copies of a Letter of Interest and current Standard Form 254 to either the mailing address (PO Box 7007, Greenville, NC 27835) or physical delivery address (2064 Warren Drive, Winterville, NC 28590). Proposals are limited to 20 pages (ten double-sided sheets) plus the SF-254 and must address ten evaluation criteria: specialized expertise, past performance on similar projects, adequate staffing and consultant teams, current workload capacity, proposed design approach, cost and schedule management experience, construction-administration capabilities, proximity to project location, record of successful project completion, and other relevant factors. Consultants must disclose conflicts of interest, lawsuits, administrative claims, or fines from governmental agencies within the past five years, and personnel changes—particularly project managers—require written approval with supporting documentation. Questions are due August 12, 2026, directed to Glenn Sheppard (glsheppard@my.pittcc.edu).
Opportunity text
Pitt Community College has numerous water supply lines that are original to the campus. As the campus has built out the changes and additions did not provide a way to isolate buildings. Many lines have exceeded their operational expectancy and need to be replaced. This project is to facilitate assessment, design, and construction of upgrades.
