About this opportunity

The State of Colorado Department of Personnel and Administration issued a Documented Quote (DQ1 AADA 2018-1142) on behalf of Denver County and Denver City seeking a vendor to provide after-hours maintenance and repair services for Pitney Bowes mail processing equipment. The procurement encompasses factory-certified technician support for one Pitney Bowes Flowmaster production inserter, one Pitney Bowes Olympus II letter sorter, and one Pitney Bowes EZ Flats sorter that collectively process approximately 5.8 million envelopes annually. Required qualifications include factory-certified Pitney Bowes technicians capable of responding within two hours during normal business hours (7:00 a.m. to 6:00 p.m., Monday through Friday) and within twenty-four hours on-site with an average response time of four hours or less, with weekend services available on an as-needed basis when scheduled in advance. The contractor must deliver replacement parts within twenty-four hours, provide software license renewals, updates, patches, and help desk support with authorized access to proprietary Pitney Bowes source code. Sealed bids were due on June 26, 2018, at 10:00 a.m. MST, with an estimated purchase order award date of June 27, 2018, and the initial contract term running from the purchase order effective date through June 30, 2018, with a potential additional purchase order for July 1, 2018, through June 30, 2019. Evaluation shall be based upon the sum of all requested pricing across seven days of operation and all service categories, with bidders required to provide pricing for second and third shift standby, call-out, and quarter-hour increment services across weekdays, Fridays, and holidays.

The solicitation includes a 5 percent preference for certified Service-Disabled Veteran Owned Small Businesses (SDVOSBs), with the State setting a goal of awarding at least 3 percent of all contracts by dollar value to such businesses. Bidders must be registered in the Colorado Vendor Self Service (VSS) system to be eligible for award and must submit their Federal Employer Identification Number (FEIN), a completed W-9 form, two business references for similar work, and documentation of any prior services provided to the Department of Personnel and Administration prior to payment. The current maintenance and repair service agreement with Pitney Bowes Inc., which expires June 30, 2018, shall serve as the basis for the service level agreement and maintenance provisions in the new contract. Vendors must maintain Commercial General Liability insurance with minimum limits of $1,000,000 per occurrence and $1,000,000 general aggregate, Automobile Liability insurance with minimum limits of $1,000,000 per accident combined single limit, Workers Compensation insurance as required by state statute, and Garage Keepers Liability insurance with a minimum of $500,000 per occurrence for vehicles in their custody. All pricing shall be quoted FOB Destination with payment terms of a minimum of Net 45 days, and no specific budget range or award value is disclosed in the procurement documentation.
