About this opportunity

The Oregon State Police is requesting quotes for 850 pistol holsters, one-time purchase, with quotes due September 24, 2026 under a brand-name-or-equal specification per ORS 279B.215. Oregon Small Business Enterprise (OSBE) preference applies per OAR 125-246-0230(5)(d).

The holsters must be molded to fit Smith & Wesson M&P9 M2.0 9mm pistols with 4.25-inch barrels, configured to accommodate Aimpoint COA optics and Streamlight TLR-1 HL weapon lights. Duty-grade retention requires at least two distinct operator actions from a normal firing grip. Holsters must be supplied in both right and left hand configurations, manufactured from rigid thermoplastic laminate or equivalent material in black non-reflective finish, and feature belt loop attachment compatible with 2.25-inch duty belts. All units must be new, factory-sealed, and unissued.

The procurement includes a trade-in component for used and unissued Safariland holster models (6360, 6377, and 6378 series). Offerors must quote per-unit credits for trade-in property, with the agency calculating net cost by deducting extended trade-in value from the new holster purchase price. Trade-in property will be staged at Oregon State Police headquarters in Salem for offeror pickup at the offeror's expense, with turnover required within 90 calendar days after accepting the final new holster shipment. Delivery of new holsters is not contingent on receipt of trade-in property; payment will be issued at the net amount without withholding pending trade-in completion.

Offerors must provide manufacturer verification samples at no cost to the agency prior to bulk shipment. The procurement is conditional on the agency obtaining required state surplus property disposal authorization.
