About this opportunity

The City of Claxton, Georgia (located in Elbert County) is requesting Statements of Qualifications from experienced engineering firms to provide planning, design, and hydrologic and hydraulic (H&H) study services for the Pine Street Project. The primary objective is to replace and upsize two existing culverts and restore Pine Street to pre-disaster conditions, with deliverables including evaluation of culvert upsizing needs, detailed design plans, replacement of concrete pipe sections, backfilling with native soil, and final road repairs including asphalt and concrete curbs. Responding firms must be technically qualified and licensed in the State of Georgia, with proof of Errors & Omissions Insurance provided prior to submission. Evaluation of Statements of Qualifications will be based on three criteria: experience and familiarity with similar projects (30 points), firm stability and financial resources (30 points), and staff capability and availability (40 points). Top-ranked firms will be short-listed and contacted to submit technical and cost proposals within one week, with the City reserving the right to conduct interviews and presentations before final selection. Statements of Qualifications must be submitted through the DFS Procurement Portal at dfs.bonfirehub.com no later than 9:00 AM EST on November 21, 2025, with submissions received after this deadline not being considered. Following proposal submission, technical proposals will be evaluated on experience and performance (30 points), references (30 points), proposed work plan and timeline (30 points), and pricing (10 points), after which the selected firm will be submitted to City Council for approval and award.

This is a FEMA-funded project, requiring all contractors to comply with FEMA contract provisions and applicable Federal, State, and Local laws. Successful proposers must maintain liability coverage, auto coverage, and workers compensation insurance throughout the contract period. Six required attachments must be submitted with Statements of Qualifications, including a Non-Collusion Declaration, Certification Regarding Lobbying, Form 200.321 Affirmative Steps, Certification Regarding Debarment and Suspension, Conflict/Non-Conflict of Interest Statement, and Drug-Free Workplace Affidavit. No specific set-aside designations for disadvantaged enterprises, incumbent vendors, or budget ranges are identified in the procurement documents. The procurement was posted on November 10, 2025, with a Statement of Qualifications due date of November 21, 2025, establishing a compressed timeline for interested firms to prepare and submit their qualifications.
