About this opportunity
The Florida Department of Law Enforcement (FDLE) is announcing an intended single-source procurement for pilot simulation training services, with an advertisement period closing July 10, 2026. This is a statutorily mandated fifteen business day notice of intent, not a competitive solicitation. FlightSafety International, Inc., located in Columbus, Ohio, has been identified as the sole-source vendor.
The scope consists of advanced-technology pilot training on a full-motion Type-D simulator designed to replicate the exact flight characteristics of the FDLE Cessna Citation Latitude aircraft. Deliverables include Type-D qualified full flight simulators, classroom simulation equipment, flight training devices, and post-flight debriefing systems to provide comprehensive instruction for pilot training in emergency situations.
The estimated contract value is $2.5 million, with a contract term from January 1, 2027, through December 31, 2031. FlightSafety International is the sole-source selection because it is the only company authorized by Textron Aviation (Cessna) to provide factory-supported simulation training for the Cessna Citation Latitude full-motion Type-D simulator. The procurement was approved by Julia Lycett, Chief of General Services, and Jeffrey Watson, Special Agent in Charge.
