About this file
This is a Description of Intended Single Source Purchase (PUR 7776) document issued by the Florida Department of Law Enforcement (FDLE) for pilot simulation training services. The FDLE is requesting advanced-technology pilot training on a full motion Type-D simulator designed to replicate the exact flight characteristics of the FDLE Cessna Citation Latitude aircraft. The training will include Type-D qualified full flight simulators, classroom simulation equipment, flight training devices, and post-flight debriefing systems to provide comprehensive instruction for pilot training in emergency situations. The procurement covers a single unit with a contract term extending from January 1, 2027, through December 31, 2031. The document was posted on June 16, 2026, with a deadline for receipt of information on July 10, 2026, allowing for the statutorily mandated fifteen business day advertisement period.
FlightSafety International, Inc., located in Columbus, Ohio, has been identified as the sole source vendor for this procurement with an estimated dollar amount of $2,500,000.00. The justification for single source acquisition is based on FlightSafety International being the only company authorized by Textron Aviation (Cessna) to provide factory-supported simulation training for the Cessna Citation Latitude full motion Type-D simulator. The procurement was approved by Julia Lycett, Chief of General Services, and Jeffrey Watson, Special Agent in Charge. The FDLE's authority for this acquisition is derived from its mission under Chapter 943, Florida Statutes, and Chapter 11, Florida Administrative Code, to promote public safety and strengthen domestic security through partnership with criminal justice agencies.
