About this opportunity
The Florida Department of Health (DOH), Bureau of Chronic Disease Prevention, is seeking to procure tobacco education and referral services through a sole-source procurement for the Pilot Project on Epilepsy and Tobacco Free Florida Services Program. The contract, specific to Leon County, targets Florida residents with epilepsy and their caretakers. Key deliverables include updating the organization's website with Tobacco Free Florida information, referring a minimum of one resident per month to local Area Health Education Centers for smoking cessation programs, conducting presentations on epilepsy and tobacco prevention, performing tobacco use screening assessments, providing a one-hour tobacco cessation training, and establishing closed-loop electronic health record (EHR)-based referrals. The procurement is being processed under Chapter 60A-1.045 Florida Administrative Code, with a specified 15-business day posting period for potential vendors to submit information about their service capabilities. The contract opportunity was posted on March 4, 2025, with proposals due by March 25, 2025, representing a one-year contract term.
The procurement is specifically targeted at Epilepsy Services of West Central Florida (doing business as Florida Epilepsy Services), which is one of only five organizations in the established network of epilepsy providers partnered with the Department's Epilepsy Services Program. The organization is the sole authorized provider for Hillsborough, Highland, Hardee, and Polk counties under section 385.207(2)(a) of Florida Statutes. The estimated contract value is $90,000, with no explicit set-aside designations or restrictions on disadvantaged enterprises mentioned in the documentation. The procurement appears to be a targeted, single-source acquisition based on the unique capabilities and authorized service areas of the specific epilepsy services organization. No additional incumbent vendors or specific technology integration requirements were detailed in the provided documentation beyond the EHR-based referral system mentioned in the deliverables.
