This is a fully electronic solicitation; no paper or alternative bid formats are accepted.
Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) certification carries a 5% price preference deduction for evaluation purposes, or 8% if certified as both OCLSB and DVBE.
The County administers the Regional Used Oil Recycling Program (UORP) for 27 cities and unincorporated areas funded through the California Oil Recycling Enhancement Act, and oversees a Bilge Pad Exchange Program serving Huntington/Sunset Harbor, Newport Harbor, and Dana Point Harbor. Services will be provided to Certified Collection Centers and harbor/marina locations throughout Orange County. The contractor must furnish all containers, drums, lids, caps, labor, materials, equipment, and transportation at no extra charge. All service requests must be fulfilled within three days of County notification. Participating cities and collection center locations may change annually, and the contractor must maintain flexibility accordingly.

Bids will be evaluated on a lowest-responsive-responsible basis. Price reductions will automatically extend to the County, and profit margins must remain firm throughout the contract term.
Bidders must provide proof of active California Secretary of State registration, valid D-U-N-S and UEI numbers, California contractor's license, SAM.gov confirmation of no exclusions, and three references with contract history. Successful bidders must provide certificates of insurance, W-9 forms, and execute the County's model contract within seven days of award notification. Bids remain valid for 365 days following the closing date. The County reserves the right to make multiple awards, award to a single bidder, or reject all bids.
