About this opportunity

The Michigan Department of Technology, Management & Budget is requesting bids for 20,000 official sample seals under PI-175, with bids due October 26, 2026. Only prequalified vendors are eligible; prequalification takes approximately one week and requires contacting Andrew Hale at 517-636-0092 or halea3@michigan.gov.

The scope calls for circular seals with a 3-inch diameter, printed on RR 0552 poly material with Reflex Blue ink, equipped with aggressive permanent adhesive capable of adhering to heavy-weight kraft paper and bags used for feed or fertilizer in dusty or adverse weather conditions. Seals are packaged at 250 per roll across 100 rolls. Bindery must include die-cutting into circles with waste removal. Bidders must submit a color PDF proof for approval prior to production; an electronic file is provided as reference. Vendors must submit detailed quote letters with their bids; failure to provide this documentation results in automatic disqualification.

The Department awards contracts based on best price and value rather on lowest bid alone, and may disqualify otherwise low bids based on past quality concerns or inability to meet requirements. All bids must include freight to the dock at 7461 Crowner Drive, Lansing, Michigan 48913, on an F.O.B. Destination, prepaid basis. The General Services Building dock operates Monday through Friday, 8:00 a.m. to 3:30 p.m., excluding standard holidays. Drivers must obtain an entry pass at the front office with valid identification. All electronic copies of materials must be provided in source software format with all revisions, fonts, and images included, plus PDF copies. Payment is due within 45 calendar days of the later of invoice receipt or final acceptance, made exclusively through Electronic Funds Transfer via the Michigan SIGMA VSS system. The State is exempt from federal excise taxes and state and local sales taxes; vendors must not include such taxes in invoices.
