About this opportunity

The Red Clay Consolidated School District (RCCSD) in Delaware is issuing a Request for Proposal (RFP) for Physical Therapy Services to support students across K-12 schools, early years programs, and the Meadowood Program. The district seeks qualified vendors to provide physical therapy consultative, individual, and group therapies and evaluations to approximately 200-250 K-12 students, 120-150 early years students, and 80-100 Meadowood Program students, including those in autism support classrooms. Vendors must submit proposals electronically to bids@dataservice.org by May 18, 2026, at 2:00 PM, with public opening occurring at the same date and time. The contract period runs from August 1, 2026, through July 31, 2027, with options to renew for subsequent full years by mutual agreement. Qualified respondents must demonstrate a minimum of three years' experience providing related services to students with disabilities in school settings, maintain current Delaware licensure for Physical Therapists (PT) and Physical Therapy Assistants (PTA), and provide evidence of criminal background checks or current employment with RCCSD or other Delaware public school districts. All contractors must secure general liability and professional liability insurance of at least $1,000,000 and provide a Certificate of Insurance prior to beginning work. Evaluation criteria include experience providing similar services (0-20 points), ability to serve diverse student needs including multilingual learners (0-20 points), ability to provide professional learning and staff support (0-15 points), proposed hourly rates (0-15 points), staff supervision and licensure verification (0-15 points), and administrative support including billing and fiscal analysis (0-15 points). Award is expected within 90 days of the RFP opening, and the district reserves the right to conduct interviews within ten days of bid opening and to award contracts to multiple vendors.

The RFP contains no stated set-aside designations or restrictions limiting participation to specific types of organizations, meaning both small and large businesses, as well as disadvantaged enterprises, appear eligible to respond. No incumbent vendors or current contractors are identified in the procurement documents, nor are there references to existing infrastructure or technology requiring integration with the selected vendor. The district waives both bid deposit and performance bond requirements, reducing barriers to entry for interested parties. The RFP does not specify an overall budget value or award range; pricing is instead to be proposed by vendors as hourly rates for physical therapy services plus a detailed budget including all administrative costs such as clerk, accounting, and billing functions. The district reserves the right to terminate the contract at any time with 30 days' written notice and incurs no early termination charges, providing flexibility in the contractual relationship.
