About this opportunity
The Massachusetts Health Connector issued a Request for Quotation (RFQ) seeking a qualified vendor to perform comprehensive workplace safety and risk assessment services, followed by employee training and emergency preparedness programming. The procurement targets a four-month engagement period beginning May 1, 2026 through August 31, 2026, with the assessment phase running from May 1 through June 30, 2026, and the training and emergency preparedness drills phase occurring from July 1 through August 31, 2026. The assessment will evaluate the Health Connector's administrative offices located on two leased floors of a Class B office building in downtown Boston, encompassing facility risk identification, entry access control evaluation, security equipment examination, security plan and protocol review, workplace violence prevention measures assessment, and compliance verification with Massachusetts Fire Prevention Regulations and Boston Fire Prevention Codes. Deliverables include a detailed vulnerability assessment report containing threat categorization, analysis of existing protection system effectiveness, recommended upgrades, and staff training recommendations, followed by emergency preparedness drills, workplace violence prevention training, fire safety instruction, first aid training, hazard recognition, and situational awareness education. Bidders must be currently approved vendors under Massachusetts State Blanket Contract FAC115, Category 1 (Security Services), and must submit separate programmatic and cost response files by 12:00 PM on March 27, 2026, with questions due by March 4, 2026 at 5:00 PM. Vendors must identify all team members, reporting relationships, and subcontractors, provide references from similar previous engagements, and agree to participate in electronic funds transfer via Automated Clearing House (ACH) unless undue burden can be demonstrated. Award is estimated for April 22, 2026.
The procurement does not specify set-aside designations or restrictions limiting responses to particular organization types or disadvantaged enterprise certifications. No incumbent vendors or current contractors are identified in the procurement documentation, nor are there specific technology requirements mandating integration with existing infrastructure. The Health Connector reserves the right to reject any or all responses, negotiate with selected bidders, request technical corrections or best and final offers, and cancel any contract component if performance needs cannot be met. All data created or produced under the resulting contract becomes the exclusive property of the Health Connector and must be retained in accordance with Massachusetts General Law retention schedules. No specific budget range or award value is disclosed in the available procurement documentation.
