About this file
This document is a Bidder Questions and Answers file related to the Massachusetts Health Connector's Request for Quotation (RFQ) for Physical Safety and Security Assessment and Training services under the state blanket contract FAC115, Category 1. The RFQ seeks a qualified vendor to conduct a comprehensive workplace safety and risk assessment of the Health Connector's administrative offices located on two floors of a Class B office building in downtown Boston. The engagement spans four months from May 1, 2026 through August 31, 2026, with the assessment phase running from May 1 through June 30, 2026, and the training phase from July 1 through August 31, 2026. Deliverables include a detailed vulnerability assessment report addressing threat categorization, security system effectiveness analysis, recommended upgrades, and staff training recommendations, followed by emergency preparedness drills, workplace violence prevention training, fire safety instruction, first aid training, hazard recognition, and situational awareness education. Programmatic and cost responses are due by 12:00 PM on March 27, 2026, with bidder questions due by March 4, 2026 at 5:00 PM. Award is estimated for April 22, 2026.
The document clarifies key procurement requirements through question and answer exchanges between prospective bidders and the Health Connector. Bidders must be currently approved vendors under Massachusetts State Blanket Contract FAC115, Category 1 (Security Services), and the Health Connector confirmed that the SOW must remain in substantially the same format and cannot be modified to align with typical consulting service language regarding intellectual property ownership or professional liability coverage. The Health Connector further clarified that vendor eligibility under FAC115 is determined by the Operational Services Division, not the Health Connector, and that prospective vendors must already be listed as approved vendors under FAC115, Category 1 to be eligible to bid. No specific budget range, award value, set-asides, or incumbent vendors are identified in the available procurement documentation.

The RFQ states that only vendors categorized under FAC115, Category 1 (Security Services, Private Investigative Services, and Fence Rental) are eligible to respond. As written, this RFQ seeks a professional safety, security, and risk assessment that includes policy and procedure review, hazard analysis, and recommendations for system, operational, and procedural improvements. These tasks are characteristic of professional consulting and assessment services, rather than the operational guard, investigative, or fence rental services defined under FAC115. Can the Health Connector please confirm whether requiring FAC115 eligibility is appropriate under OSD and Chapter 30B procurement guidelines for professional consulting services? If not, would the Authority consider either (a) removing the FAC115 vendor limitation, or (b) explicitly permitting qualified security consulting firms not listed under FAC115 to respond?
Response: As stated in the RFQ, this is being listed under state blanket FAC115 and is limited to vendors approved under Category 1 in that blanket.
The draft SOW provided is modeled after the FAC115 framework. Given the professional nature of this engagement, may bidders propose modifications to align with consulting deliverables, such as clarification of intellectual property ownership, professional liability coverage, and typical A&E indemnification language, or must the SOW remain in substantially the same format?
Response: The SOW must remain in substantially the same format. Terms regarding the engagement will be governed by the terms of FAC115, including the Commonwealth of Massachusetts Terms and Conditions. Any matters not addressed by the agreement may be identified for further discussion as part of a bidder’s proposal.
The RFP states that respondents must be registered vendors under “Massachusetts State Blanket Contract FAC115, Category 1.” Our understanding is that Category 1 applies to “Basic guard, armed guard, supervisor, patrol car, special events, and wanding services” as outlined in the FAC115 User Guide. As a consulting firm, we do not provide guard services and therefore do not appear to meet the Category 1 service definitions. Could you please advise whether firms like ours are eligible to register under FAC115? If not, would it be possible to request an exception to this requirement for the purposes of this RFP?"
Response: Whether a firm is eligible to register under FAC115 is not determined by the Health Connector. Massachusetts state blankets are managed by the Operational Services Division. Vendors who would like to register for a state blanket should consult the relevant contract user guide to determine whether and how registration is possible. In order to bid on this RFQ, bidders must listed as approved vendors under FAC115, Category 1.
