About this opportunity
The County of Orange, OC Waste & Recycling, is soliciting competitive bids through an Invitation for Bid (IFB) for annual Digital Aerial Photogrammetric Flyover Services covering up to twenty-two landfill sites, including three mandatory sites (Frank R. Bowerman, Olinda, and Prima Deshecha) and up to nineteen optional sites. The primary deliverables include 100-scale, 2-foot contour interval digital topographic mapping, color aerial photography, corrected digital color orthophotos, and digital files in multiple formats (DWG, ECW, XML, TIFF, JPEG) to satisfy regulatory requirements for landfill design and capacity determinations. Required services encompass field surveys, pre-marking, photo missions, aero triangulation, and map compilation, with photography missions scheduled between September 15 and October 15 annually during 10:00 AM to 2:00 PM to optimize sun angles and minimize shadowing. All work must be verified and certified by a contractor holding a valid Professional Land Surveyor's License issued by the California State Board of Registration for Professional Engineers. The contract runs from January 1, 2025 through December 31, 2025, with an option to renew for up to four additional one-year terms by mutual written agreement. Bidding is based on hourly rate pricing for various labor classifications including Project Manager, Photogrammetry Supervisor, Principal and Associate Photogrammetrists, Computing & Mapping Director, and survey personnel, with bids due electronically by February 21, 2025 at 4:00 p.m. The question submission deadline is February 14, 2025 at 2:00 p.m., and bids will be valid for 365 days following the solicitation closing date, with the County awarding to the lowest responsive, responsible bidder.
The solicitation offers preference opportunities for County of Orange Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) certifications if bidders meet state and local requirements. Prior to contract award, bidders must obtain a D-U-N-S number and Unique Entity Identifier (UEI) number and submit W-9 or W-8 tax forms within ten days of award notification. Contractors must provide proof of insurance with additional insured endorsements and comply with all County safety requirements, including submission of an Injury and Illness Prevention Program (IIPP). Electronic Fund Transfer (EFT) payment options are available, with payment made in arrears within 30 days of invoice receipt. No price increases are permitted during the first contract year; subsequent adjustments require documented proof of cost increases with 30 days' advance notice. The contract amount is not to exceed a figure to be determined; Board of Supervisors approval is required for annual values exceeding $200,000 or total contract values exceeding $1,000,000 across all years. If participating in the County's Cooperative Program, the contractor must provide quarterly volume sales reports and owes a 2 percent administrative rebate on all subordinate contract sales.
