1) FIELD SURVEYS AND PRE-MARKING
The calendar year 2025 photogrammetry ground control survey and pre-marking are required for the three mandatory landfills and selected optional sites. The A-E shall identify and provide to OC Waste
& Recycling staff the number and location of horizontal and vertical aerial ground controls based on the landfill limits to be mapped. The task to set all the ground control points to be mapped shall be performed by the A-E unless otherwise specified by OC Waste & Recycling. The pre-marked aerial targets shall be constructed using durable material or painted where appropriate, and shall be configured in an "X," having 3' legs, or an overall dimension of 6-feet long and one-foot wide for a
100-scale map.
2) PHOTO MISSION AND AERIAL MAPPING
i. Collection Requirements
a. The imagery flight should not occur before a written Notice to Proceed (NTP) is given.
Since cloud-free imagery is required, an extension of the flight collection end-date is possible.
b. The imagery shall not be captured when the ground is obscured by other factors such as flooding, excessive haze, excessive heat, smoke, or other obscuring atmospheric conditions.
c. Aerial photography shall be taken between September 15 and October 15 of each year and will be conducted between 10:00 AM and 2:00 PM to provide required sun angle to optimize radiometry of imagery (minimum 45 degrees) in order to minimize shadowing.
d. The A-E shall use good professional judgment and narrow the collection window, if necessary, to produce optimum results. The flight crew will then acquire the images when all the factors are satisfied.
ii. Flight Height and Photographic Scale
The nominal photography scale to be used for mapping shall be between 1" = 500' and 1" = 600'.
The flight height above average terrain shall be 3000' to 3600' for 100-scale mapping. Flight heights above average terrain shall not exceed six times the relief range for the flight line. Any deviation in the flight from these specifications must be approved in advance by OC Waste &
Recycling.
iii. Flight Tolerances
Flight tolerances shall be as follows:
Coverage- Mapping limits and the control for the flight shall fall within the central seven
(7) inches of the photography.
• The Vertical Aerial Photography shall be stereoscopically covered by successive and adjacent overlaps of photographs within the usable portion of the field of the lens.
• Lack of acceptable stereoscopic coverage shall be corrected by reflights at the A-E’s own expense.
Forward Overlap - Forward overlap in the line of flight shall average not less than 57% or more than 62% at mean elevation of the terrain, unless otherwise specified. Individual overlaps shall not be less than 55% or more than 68%, excepting the situation where in a forward overlap in areas of low elevation must exceed 68% to attain the minimum 55% forward overlap in adjacent areas of higher elevation.
Crab- Crabbing measured from the line of the flight through the principal points shall not exceed 5 degrees between any two consecutive photographs and shall not average more than 3 degrees for any single-flight line.
Tilt- Tilt defined as the departure of the optical axis of the camera from a plumb line shall not exceed 3 degrees on a single photograph and shall not average more than one degree for a single flight line. Relative tilt between two successive exposures shall not exceed 4 degrees.
3) AERO TRIANGULATION
i. Image Residuals
ii. The standard deviation of "unit-weight" shall not exceed +/- 12 microns.
iii. Horizontal Control Residuals
iv. The root-mean- square-error of xy vector shall not exceed +/- 0.085 foot and no single point shall deviate more than 0.36 feet.
v. Vertical Control Residuals
