About this opportunity
Kenton County Airport Board is soliciting proposals under Invitation to Bid 26-052-ITB for phosphoric acid supply at Cincinnati/Northern Kentucky International Airport, with questions due November 3, 2026 and proposals due November 12, 2026 at 2:00 p.m. Eastern. Kentucky resident preference applies under Kentucky law. A resident bidder may receive a preference equal to the one a non-resident competitor's home state grants, and residents receive preference in a tie. Resident status requires authorization to transact business in Kentucky on the advertisement date, plus proof during the prior year of Kentucky corporate income tax filings, Kentucky unemployment insurance payments, and an effective Kentucky workers' compensation policy. Both resident and non-resident bidders must execute notarized affidavits, and KCAB may require resident bidders to prove compliance before award.
The Environmental Operations Department requires technical-grade phosphoric acid with a minimum 75 percent weight concentration and specific gravity of at least 1.575 pounds per gallon at 20 degrees Centigrade. The material supplements Storm Water Treatment Plant operations and is injected into the flow box serving the aeration basins. KCAB estimates 10,000 gallons over twelve months, with quantities subject to increase or decrease. Bulk delivery goes to a 1,500-gallon tank at 707 South Service Road, Hebron, Kentucky, within weekday windows of 7:00 to 11:30 a.m. and 12:30 to 3:00 p.m. IBC tote delivery requires prior KCAB approval. Lead time may not exceed seven days from order receipt, and each shipment requires a Certificate of Analysis.
Bidders must show at least three years supplying technical-grade phosphoric acid or similar industrial chemicals and hold all required Kentucky and federal licenses and permits for hazardous materials transport and delivery. Delivery personnel require training certificates or completion records. Insurance must include commercial general liability of at least $2,000,000 per occurrence, or $10,000,000 for work on aircraft ramps, taxiways, or runways, with KCAB as additional insured.
The ITB specifies a five-year term with pricing all-inclusive, firm fixed, and delivered FOB the airport, and net 30 payment. The draft contract references time-and-materials rates in Exhibit A, subject to a not-to-exceed limit, and allows KCAB to renew for up to five one-year periods. Anticipated implementation is December 1, 2026.
Mandatory pre-bid and pre-proposal meeting attendees must complete an individual OpenGov RSVP at least 24 hours in advance. Answers to questions will be posted by November 5, 2026 at 11:59 p.m. Proposals are submitted electronically through KCAB's OpenGov portal, and KCAB reserves the right to waive informalities, reject any or all bids, make multiple awards, and alter specifications.
