About this opportunity
The City of Phoenix is requesting qualifications for engineering design and construction services for Phoenix Sky Harbor International Airport's West Terminal Parking Enabling project, with statements of qualifications due September 11, 2026 at 12:00 p.m. via the City's Procurement Portal, and a pre-submittal meeting scheduled for August 31, 2026 at 2:00 p.m.
The scope encompasses programming, design, bid phase support, and optional construction administration and inspection services for two new surface parking facilities totaling 7,300 stalls (6,000-stall and 1,300-stall lots) at 3801 E. Washington Street and 1820 E. Sky Harbor Circle S., Phoenix. Engineering services span geotechnical, civil, drainage, ADA accessibility, utilities, lighting, signage, wayfinding, and operations disciplines. The estimated construction cost is $50 million. This is a Design-Bid-Build delivery method; the attached Subcontractor Selection Plan indicates the selected firm will manage subcontractor selection and approval, with SBE subcontractor tracking and City approval required for all nominated subcontractors.
Evaluation is qualifications-based, weighted across seven criteria: prime firm design experience (9.8%), prime firm construction administration and inspection experience (9.8%), key personnel design experience (14.7%), key personnel construction administration and inspection experience (14.7%), project understanding and approach (34.3%), staffing information and team organization (14.7%), and reference checks (2.1%), totaling 1,021 points. Firms must provide at least three references from similar projects completed within the past seven years; preference is given to references outside the City of Phoenix. City project experience is not required. Reference evaluation is scored on a 1–4 scale across seven performance categories (business relationship, team consistency, problem-solving, schedule and budget performance, work quality, innovation, and rehiring willingness), with up to 21 points available. Reference checks must be uploaded to soq.referencechecks@phoenix.gov by 12:00 p.m. on September 11, 2026.
Statements of Qualifications must not exceed 20 pages in PDF format and must be submitted through the City's Procurement Portal. Responding firms must be registered with the City of Phoenix Vendor Management System prior to submission. Selection notification is anticipated for October 2, 2026, with a scope meeting scheduled for mid-October. The City will select at least three but not more than five qualified teams and enter into negotiations with the highest-ranked team; subsequent ranked teams may be engaged if negotiations fail.
