About this opportunity

The City of Phoenix is requesting qualifications for a Construction Manager at Risk (CMAR) to deliver the Phoenix Sky Harbor International Airport Rental Car Center Vertical Transportation Modernization, with Statement of Qualifications due August 7, 2026 at 12:00 pm through the City's Procurement Portal. The city emphasizes small business utilization and requires firms to participate in subcontractor selection and local and small business enterprise (SBE) participation goals.

The project scope entails modernization and replacement of 12 elevators and 18 escalators at the facility located at 1805 E. Sky Harbor Circle South. The CMAR will deliver preconstruction services including cost estimating, project planning, constructability studies, and long-lead procurement, followed by complete construction services under a Guaranteed Maximum Price (GMP) contract. Work will proceed in segmented phases over a six-year term encompassing engineering, permitting, procurement, installation, testing, and commissioning, with night work and multiple shifts required at certain locations to minimize impact on Rental Car Center operations. The estimated construction cost is $50 million. The selected CMAR must hold appropriate Arizona contractor licenses and assume construction delivery risk, including responsibility for construction means and methods, subcontractor selection and management, safety, quality control, and project close-out.

Qualifications evaluation totals 1,021 points across five criteria: General Information (150 points), Experience and Qualifications of the Firm (250 points), Experience of Key Personnel (250 points), Understanding of the Project and Approach (350 points), and Reference Checks (21 points). Reference checks are based on three submitted references from recent similar services, each evaluated on a 1-to-4 scale across seven performance categories. Submittals are limited to 10 pages in PDF format plus a separate bonding statement from a Surety Company rated A- or better. A mandatory pre-submittal meeting is scheduled for July 24, 2026 at 10:00 am at the Aviation Design and Construction Services Building with virtual attendance available via Microsoft Teams. Selection notification is expected in early September 2026, with a scope meeting scheduled for late September. The city will select no more than three firms for contract negotiations and reserves the right to reject any or all submissions.
