About this opportunity
The City of Phoenix is requesting bids for HAWK (High-Intensity Activated crossWalk) signal installation at three locations — 43rd Avenue and Hubble Street, Buckeye Road and 3rd Avenue, and 7th Avenue and Western Canal — with sealed bids due September 9, 2026 at 2:00 pm. This is a federal-aid project subject to Davis-Bacon Act prevailing wage requirements and 49 CFR Part 26; no Disadvantaged Business Enterprise goal has been established.
The scope includes HAWK signal procurement and installation, signing and pavement marking improvements, crosswalk illumination, and ADA ramp modifications at all three intersections to meet current City standards and Americans with Disabilities Act compliance. The project targets high-crash and high-activity areas identified in the City's T2050 Mobility Studies and aims to reduce pedestrian injuries and fatalities. Work is performed in Phoenix, Arizona.
Bidders must submit a ten percent bid bond from a surety rated A− or better for the prior four quarters by A.M. Best Company. Contractors must maintain workers' compensation insurance with a $1 million limit per accident, general liability coverage of $2 million, and provide a performance bond and labor and material bond each equal to the full contract amount prior to contract execution. All laborers and mechanics on-site are subject to prevailing wage rates determined by the Secretary of Labor under the Davis-Bacon Act. The project is federally funded under FHWA program PHX-0(375)D with ADOT TRACS number T0407 01C.
A pre-bid meeting is scheduled for August 10, 2026 at 11:00 am at the Gecko Conference Room, 1034 E. Madison Street, Phoenix, and will be held in-person and via Microsoft Teams. The Invitation for Bids packet is available from the e-Procurement Portal at https://procurement.opengov.com/portal/phoenix beginning July 30, 2026. Bids are submitted to the Design and Construction Procurement Bid Box on the first floor of Phoenix City Hall, 200 W. Washington Street, with bid opening immediately thereafter in Room 5 West on the fifth floor. The three lowest bidders must submit subcontractor lists, bidder disclosure statements, and contractor responsibility information within five calendar days of bid opening by 4:00 pm. The City reserves the right to award to the lowest responsive and responsible bidder or reject all bids.
