About this opportunity

The State of Nevada, Highway Patrol, is soliciting proposals for phlebotomy services for DUI arrests in the Incline Village, Nevada area, with proposals due June 10, 2026. The service provider must be physically located within Incline Village to meet Nevada Revised Statutes requirements that alcohol concentration measurements be obtained within two hours of driving or actual physical control of a vehicle.

The scope requires qualified phlebotomists available 24 hours per day, 7 days per week to collect evidentiary blood samples on demand at no additional cost for after-hours calls. All phlebotomists must be appropriately licensed and meet qualifications specified in NRS 484C.250(1)(a)(1) or (2). The provider must maintain strict chain-of-custody protocols, complete affidavits or declarations under penalty of perjury for each draw in compliance with NRS 50.315(4), and be available to testify in administrative or judicial proceedings as requested. Any deviations from standard procedures must be documented and reported immediately to the Highway Patrol.

The cost schedule requires vendors to propose per-draw pricing for four service categories: standard blood draws during normal business hours, blood draws outside normal business hours, series blood draws (2–3 draws per suspect) during normal business hours, and series blood draws outside normal business hours. Vendors complete a blank pricing template in the cost-schedule spreadsheet.

The contractor must maintain Commercial General Liability coverage with a $2 million general aggregate limit and $1 million per-occurrence limit; Automobile Liability with a $1 million combined single limit; Workers' Compensation and Employers' Liability with statutory limits and $100,000 per-accident limits; and Professional Liability coverage with $1 million per-claim and $2 million annual aggregate limits. All policies must name the State of Nevada as an additional insured and carry A.M. Best ratings of not less than A-VII.

The provider shall submit monthly invoices to nhpfiscal@dps.state.nv.us detailing incident number, service date, patient name, draw cost, and supporting blood-draw affidavits. Responses must be submitted through the NevadaEPro electronic procurement system prior to the June 10 deadline.
