About this opportunity

The Port of San Francisco and Port of Marin County, California are requesting proposals for a Phase 1 Charging Infrastructure Planning and Optimization Study under the EPA Clean Ports Program – Clean Cargo, with proposals due October 9, 2026.

The scope encompasses comprehensive professional, technical, engineering, and analytical services across eight primary tasks: fleet and operational assessment of equipment transitioning to electric operation (types, quantities, duty cycles, dwell times, shift patterns, throughput); utility and electrical load analysis against projected charging demand; charging location assessment and site optimization across terminal areas; charger sizing and capacity analysis (Level 2, DC fast, and high-power dispensers); technology evaluation of commercially available charging systems from manufacturers including ABB, Siemens, Tritium, Kempower, and comparable vendors on a competitively neutral basis; civil and electrical infrastructure constraints assessment (trenching, conduit routing, switchgear, transformers, protective bollards, structural limits); utility coordination and interconnection planning with the serving electric utility; and permitting and regulatory compliance support.

The contractor must evaluate charger performance, interoperability, reliability, serviceability, warranty, and lifecycle cost. The deliverables support California's clean ports objectives and the transition of cargo-handling equipment to electric operation at port terminal facilities.

The source does not identify contract value, contract term, incumbent contractor, evaluation criteria weighting, a pre-proposal conference or site visit date, or a questions-due deadline. A Bid Notice attachment (161 KB, posted September 17, 2026) is available but the full RFP documentation should be referenced for complete terms, pricing structure, set-aside provisions, and response requirements.

Opportunity text

The Contractor shall furnish all professional, technical, engineering, and analytical services necessary to complete the planning and optimization study described below. The scope includes, without limitation, the following tasks: 1. Fleet and Operational Assessment. Assess the fleet and cargo-handling equipment expected to transition to electric operation, including equipment types, quantities, duty cycles, dwell and idle times, shift patterns, and throughput, to establish current and projected charging demand. 2. Utility and Electrical Load Analysis. Analyze existing electrical service and on-site distribution capacity against projected charging loads to determine incremental demand, coincident peak, and utility service requirements. 3. Charging Location Assessment and Site Optimization. Evaluate candidate charging locations across the affected terminal area(s) and optimize siting based on operational workflow, proximity to electrical infrastructure, available space, circulation, and safety. 4. Charger Sizing and Capacity Analysis. Determine the appropriate charger types, power levels, and quantities (e.g., Level 2, DC fast, and high-power dispensers) needed to satisfy operational duty cycles while balancing capital, utility, and operating cost. 5. Technology Evaluation. Evaluate commercially available charging technologies and manufacturers (e.g., ABB, Siemens, Tritium, Kempower, and other comparable technologies) for performance, interoperability, reliability, serviceability, warranty, and lifecycle cost, on a competitively neutral basis. 6. Civil and Electrical Infrastructure Constraints Assessment. Identify civil and electrical constraints affecting installation, including trenching and conduit routing, switchgear, transformers, equipment pads, protective bollards, structural limits, and existing utilities. 7. Utility Coordination and Interconnection Planning. Coordinate with the serving electric utility regarding service upgrades, interconnection, metering, and schedule, and identify long-lead items and dependencies that affect the implementation timeline. 8. Charging Strategy and Duty-Cycle Analysis. Develop charging strategies aligned to operational duty cycles including opportunity versus depot charging, managed/sequenced charging, and integration with battery energy storage to minimize demand charges and required infrastructure. 9. Future Expansion Planning. Recommend a scalable infrastructure approach that accommodates anticipated fleet growth and additional charging capacity over the project life. 10. Construction Phasing Recommendations. Recommend construction sequencing and phasing that minimizes disruption to ongoing terminal and cargo operations. 11. Preliminary Cost Estimates. Develop planning-level cost estimates for the recommended infrastructure to support budgeting, grant reporting, and any budget-modification needs. 12. Technical Procurement Specifications. Prepare technical specifications and a basis of design suitable for the subsequent competitive procurement of engineering, final design, construction, and equipment
