About this opportunity
The Tennessee Department of Disability and Aging is requesting proposals for pharmacy services to serve Community Homes for Individuals with Intellectual Disabilities across Middle and West Tennessee regions, with responses due September 25, 2026, and a pre-response conference on August 24 at 1:00 PM Central Time via Microsoft Teams.
The scope encompasses medication dispensing in unit dose packaging, medication review per federal ICF/IID standards, eMAR system compatibility, and billing to Medicare Part D, TennCare Medicaid, and the state. Services cover nine Middle Tennessee group homes (36 individuals), Harold Jordan Center (24 individuals), and twelve West Tennessee group homes (48 individuals)—108 individuals across 21 locations. The contractor must provide scheduled drugs, over-the-counter medications, purified protein derivative solution, and flu vaccines; maintain pharmacy operations 8:00 AM–7:00 PM Central Time with next-business-day delivery for prescriptions received after 3:00 PM and 24/7 stat-dosage access; and supply quarterly pharmacist reviews, monthly medication reports, and drug-usage evaluations. Therap Services pharmacy-interface integration is required for electronic transmission of medication and treatment data. The contractor must hold professional pharmacy licensure, Department of Revenue registration, and current Certificate of Insurance. ISO/IEC 27001:2022 certification or equivalent third-party information security authorization is mandatory; HIPAA/HITECH compliance, NIST 800-53 security-controls implementation, annual penetration testing, 24-hour data-breach notification, and disaster recovery with 4-hour Recovery Point Objective and 24-hour Recovery Time Objective are required.
The estimated contract value is $1 million over five years, effective January 1, 2027. Compensation is based on Average Wholesale Price plus separate dispensing fees for scheduled drugs, over-the-counter medications, purified protein derivative solutions, and flu vaccines. Evaluation weights 10 points for general qualifications and experience, 60 points for technical qualifications and approach, and 30 points for cost; award will be based on best combination of attributes, not lowest cost alone. Technical responses and cost proposals must be submitted separately in PDF format (cost proposals may also be XLS). Questions are due August 28 at 2:00 PM. Technical evaluations conclude October 2, cost proposals score October 5, Notice of Intent to Award issues October 20, and contract signature deadline is November 2 at 2:00 PM.
