About this opportunity
Columbus Water Works is seeking competitive sealed proposals for Construction Manager at Risk (CMAR) services to deliver preconstruction and construction services for per- and polyfluoroalkyl substances (PFAS) treatment improvements across two facilities in Georgia. The procurement covers a two-phase program: Phase 1 involves construction of new granular activated carbon (GAC) treatment facilities and associated improvements at the Fort Benning Water Treatment Plant (FBWTP) to achieve compliance with applicable PFAS drinking water standards and integration with existing treatment processes, while Phase 2 addresses PFAS treatment improvements at the North Columbus Water Resources Facility (NCWRF) designed to meet regulatory and operational objectives, with the selected technology to be determined upon conclusion of the Owner's ongoing pilot study and technology evaluation. The CMAR will be responsible for providing preconstruction services under separate preconstruction services fees and construction services under separate Guaranteed Maximum Prices (GMP) to be established at sixty percent design completion for each phase. Performance and Payment Bonds, each in the amount of one hundred percent of the applicable GMP contract amount, will be required at the time of execution of each Work Authorization for Construction, though bonds are not required for preconstruction services. Proposals must be submitted to Columbus Water Works at 1421 Veterans Parkway, Columbus, Georgia 31901, by 2:00 p.m. local time on Thursday, June 4, 2026, with proposal names publicly acknowledged at that time. Request for Proposals documents are available beginning April 30, 2026, from CIVCAST at www.civcastusa.com.
The solicitation documents do not specify set-aside designations, disadvantaged enterprise requirements, or restrictions limiting the types of organizations eligible to respond. No incumbent vendors or current contractors are identified in the available documentation. The project requires integration with existing treatment processes at both facilities, necessitating familiarity with water treatment infrastructure and PFAS regulatory compliance standards. The Owner anticipates the project to be funded through various funding sources and reserves the right to reject any or all proposals, waive irregularities and informalities, not proceed to construction for one or both phases, defer construction, or re-scope the project without obligation beyond payment for properly authorized and satisfactorily performed preconstruction services. Specific budget ranges or award values are not disclosed in the solicitation materials. Any proposer contacting Owner's elected officials, staff, or consultants directly or indirectly after the invitation issue date for the purpose of influencing the selection process will be immediately disqualified.
Opportunity text
Competitive sealed Proposals (¿Proposal¿) for Construction Manager at Risk ("CMAR") services related to the preconstruction and construction of per- and polyfluoroalkyl substances (¿PFAS¿) Treatment Improvements at the Fort Benning Water Treatment Plant ("FBWTP") and the North Columbus Water Resources Facility ("NCWRF"). Owner owns and operates the FBWTP on Fort Benning Army Post and the NCWRF in Columbus, Georgia. Both facilities face current or anticipated regulatory requirements related PFAS that necessitate implementation of new PFAS treatment facilities and associated improvements. At FBWTP, pilot testing and preliminary engineering have identified granular activated carbon ("GAC") as the selected PFAS treatment technology. At NCWRF, PFAS improvements will be designed to meet Owner's regulatory and operational objectives for that facility. The Project consists of a two-phase PFAS treatment program to be delivered under a single CMAR contract: Phase 1 - FBWTP PFAS Treatment Improvements: Construction of new GAC treatment facilities and associated improvements at FBWTP to achieve compliance with applicable PFAS drinking water standards and to integrate with existing treatment processes. Phase 2 - NCWRF PFAS Treatment Improvements: Construction of PFAS treatment facilities and associated improvements at NCWRF to provide PFAS treatment capacity consistent with regulatory and operational objectives. The Owner has an ongoing pilot study and technology evaluation. Selected technology will be determined after the piloting phase concludes. Please direct all questions related to this Project to the Q & A Section.
