This is a non-competitive procurement under Missouri Revised Statutes section 34.044 designated solely to Nover Engelstein & Associates, Inc., located in Mount Laurel, New Jersey, due to the proprietary nature of the WinWam software.

The scope covers annual software maintenance and products for the Petroleum Division and Produce Safety Division, including Device Inspection Software for Petroleum Products (26 units), Storage Tank QST+ software (26 units), custom Notice of Violation forms, synchronization support, violation tracking modules, and produce safety inspection software with reporting and questionnaire-designer capabilities. Deliverables ship to the Missouri Department of Agriculture in Jefferson City.

The contract runs July 1, 2026, through June 30, 2027, with firm-fixed pricing of $33,089 annually ($27,074 Petroleum Division, $6,015 Produce Safety Division). ITSD reserves the right to renew for two additional one-year periods at maximum renewal pricing of $34,588 (first renewal) and $36,210 (second renewal). Pricing includes start-up, technical support, training, and all materials. Payment is due within 30 calendar days of invoice receipt.

The vendor must be registered and spend-authorized in Missouri procurement systems (MissouriBUYS and MOVERS), comply with Missouri business registration and E-Verify requirements, obtain federal debarment clearance, and maintain required insurance and background checks. The contract may involve federal funding and requires compliance with OMB Uniform Administrative Requirements, the Drug Free Workplace Act, and the Pro-Children Act.
