About this opportunity
Santa Rosa County Board of County Commissioners is issuing Request for Proposals (RFP 26-027) for the lease of hangar space at Peter Prince Airport located at 5530 Airport Road, Milton, Florida 32583. The procurement seeks qualified individuals or entities to lease a 60-foot by 60-foot hangar with 20-foot height clearance, equipped with bi-fold doors (55 feet wide by 18 feet high), 200-amp electrical service at 120/240 volts, LED overhead lighting, epoxy-coated concrete flooring with 50,000-pound load capacity, a 10-by-10-foot air-conditioned office space, ADA-compliant restroom, and lockable storage cabinets. The successful lessee will be responsible for all utility costs (water, electricity, waste disposal, oil/water separation systems), general maintenance and minor repairs, security, and compliance with all federal, state, and local regulations and airport policies. Respondents must demonstrate financial capability to sustain proposed rent, describe intended hangar use and aircraft types to be housed, provide evidence of aviation or hangar management experience with references, and submit financial statements for the past two to three years. The evaluation criteria weight proposed lease revenue and financial return at 60 percent, overall value and benefit to the County and Airport at 25 percent, and proposed use and operational compatibility at 15 percent. A non-mandatory pre-proposal meeting is scheduled for March 20, 2026, at 10:00 a.m. at Peter Prince Airport; written questions must be submitted through the Santa Rosa County Procurement Portal by 12:00 p.m. on Friday, March 27, 2026; and proposals are due by 10:00 a.m. on Thursday, April 2, 2026 (with one addendum referencing April 3, 2026), with public opening via Microsoft Teams.
The Santa Rosa County Board of County Commissioners encourages participation from all business segments, including small businesses, minority-owned and women-owned businesses, and disadvantaged business enterprises, with no discrimination based on race, color, religion, national origin, disability, sex, or age. All tenants must maintain commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 in the aggregate, business auto liability insurance of $500,000 per occurrence, and aircraft liability insurance of $1,000,000, with Santa Rosa County listed as additional insured and loss payee on all policies. The lease agreement establishes an initial term of twenty-four (24) months commencing upon issuance of the Certificate of Occupancy, with an option to renew for one six-month term upon mutual written agreement, followed by automatic month-to-month renewal thereafter; respondents must propose their own lease terms, base rent per square foot annually, escalation structure, and total projected revenue over the initial lease term. The County reserves the right to waive irregularities in proposals, reject any or all proposals for documented reasons, and award based on its determination of best interest rather than lowest cost alone. No specific contract value, award amount, or budget range is disclosed in the available procurement documentation, as lease rates and financial terms are to be proposed competitively by respondents.
