About this opportunity

The Texas Department of Agriculture is requesting proposals for pesticide disposal events where agricultural producers can drop off unwanted pesticides free of charge, with proposals due August 17, 2026 at 3:00 p.m. CT. All respondents must complete a VetHUB Subcontracting Plan regardless of subcontracting intent, as TDA has determined subcontracting opportunities are probable and the contract value may exceed $100,000.

The scope requires collecting, packaging, transporting, and disposing of pesticide waste ranging from 10,000 to 300,000 pounds per event with 10 to 200 participants. Deliverables include developing site plans, implementing health and safety plans, providing post-event reports detailing waste collected, and furnishing technicians, chemists, project management, security, portable scales, and environmental testing. The contractor must provide all-inclusive pricing per pound for disposal of various liquid and dry pesticide formulations, pricing for equipment and services, and separate pricing for unacceptable pesticides if disposal methods are available. The contractor is responsible for all labor, permits, licenses, insurance, materials, tools, equipment, and services required, including compliance with federal, state, and local hazardous waste regulations and maintenance of adequate permitted treatment, storage, disposal facilities, and transportation equipment. Performance spans Bastrop County and multiple Austin City jurisdictions.

The initial contract term runs from the effective date through August 31, 2027, with three optional one-year renewal periods extending through August 31, 2030. TDA anticipates 2–3 events per year with potential increases over time. Payment will be made within thirty days of receipt of properly submitted invoices in accordance with the Texas Prompt Payment Act.

Evaluation uses best value weighting: respondent qualifications and experience (30%), proposed plan for providing services (40%), and reasonableness of proposed cost (30%). TDA reserves the right to award to a single respondent or multiple respondents and may conduct oral presentations or request best and final offers. Questions are due July 29, 2026 at 3:00 p.m. CT. A pre-proposal conference was held July 23, 2026.
