About this opportunity
The Department of Veterans Affairs is seeking proposals for Integrated Pest Management services at the South Texas Veterans Health Care System under an SDVOSB set-aside, with proposals due August 27, 2026 at 10:00 AM CDT and site visits scheduled for August 11–12, 2026. This is a service-disabled veteran-owned small business (SDVOSB) set-aside; only SDVOSB firms are eligible to bid.
The scope encompasses IPM services across six facilities in San Antonio and Kerrville, Texas, totaling approximately 1.95 million square feet. Services include weekly, monthly, quarterly, and annual inspections; routine and emergency pest control; initial comprehensive inspections; and quarterly and annual pest management reporting. The contractor must provide on-site services Monday through Friday, 7:00 AM to 4:00 PM CDT. Emergency calls must be answered within two hours and routine calls within eight hours at no additional cost. The contractor must hold a current Texas Structural Pest Control business license and employ licensed, certified pesticide applicators; QualityPro accreditation from the National Pest Management Association is preferred. All labor, equipment, materials, pesticides, supervision, and supplies are the contractor's responsibility. Compliance with VHA Directive 1850.02, EPA regulations, OSHA requirements, and FIFRA standards is mandatory.
The estimated contract value is $17.5 million for a firm fixed-price contract running September 14, 2026 through September 13, 2027, with an option to extend for an additional six months at rates adjusted only by prevailing labor rate revisions. Subcontracting is limited to no more than 50 percent of government payment to non-SDVOSB firms for services performed.
Insurance requirements include general liability of $500,000 per occurrence, automobile liability of $200,000 per person, and workers' compensation coverage. Questions are due August 18, 2026. The contractor must submit detailed service reports by the next business day following each service.
