About this opportunity

The Missouri Department of Corrections is requesting bids for pest control services at South Central Correctional Center in Licking, Missouri, under IFB DOC 0000000080SL, with bids due October 15, 2026 at 2:00 p.m. Central Time through MissouriBUYS.

The scope comprises three service lines: bi-monthly treatments (24 visits annually) for food service and warehouse areas; quarterly treatments (4 visits annually) for remaining facility areas; and as-needed treatments within three business days of notification. The facility is a 252,701-square-foot minimum/medium/maximum security center housing 1,600 male offenders across multiple buildings. Services must control rats, mice, flies, roaches, water bugs, ants, spiders, mosquitoes, fruit flies, springtails, and silverfish using approved methods including crack and crevice treatment, spot application, baits, and covered bait stations. All work must occur during normal business hours (8:00 a.m. to 4:00 p.m., Monday through Friday) or by mutual agreement.

The awardee must hold Missouri Department of Agriculture pesticide applicator certification; maintain all necessary commercial-grade equipment; furnish Material Safety Data Sheets for all chemicals; comply with OSHA requirements and the Missouri Pesticide Use Act; and ensure all personnel hold current Missouri Department of Agriculture Pesticide Technician licenses for applicable categories. Vendors must register in MissouriBUYS, maintain E-Verify enrollment if classified as a business entity, and be authorized to transact business in Missouri.

The contract term runs from the award date through one year, with the Department holding two optional renewal periods. Bids must propose firm fixed prices for the original year plus maximum allowable percentage increases or guaranteed minimum percentage decreases for each renewal option year. All costs—labor, equipment, chemicals, insurance, and shipping—are included in stated prices; the Department does not reimburse sales tax or additional charges. Non-mandatory site tours are available by appointment with Nichole Stagaman. Craig Lee, Procurement Officer II, is the Buyer of Record at (573) 526-0591 or craig.lee@doc.mo.gov. Evaluation uses multiattribute scoring.
