About this opportunity

The Illinois Department of Corrections is requesting bids for pest control services at Jacksonville Correctional Center and Pittsfield Work Camp, with proposals due September 4, 2026. The contract carries mandatory Illinois State Certifications compliance (34 separate certification requirements covering business licensing, criminal history, financial obligations, environmental and labor law, anti-corruption, drug-free workplace, equal employment opportunity, cybersecurity clearance, and state agency registration) as a material condition of award and performance. Vendors must certify annually by January 1 for contracts exceeding one year and maintain ongoing compliance throughout the term with obligation to report changes affecting eligibility status.

The scope encompasses comprehensive extermination and prevention services for multiple pest types—ants, roaches, birds, silverfish, hornets, bees, wasps, mites, lice, termites, flies, rodents, and occasional invaders—delivered monthly by a Certified Pest Control Technician across 24 buildings at Jacksonville Correctional Center and 4 facilities at Pittsfield Work Camp. The vendor furnishes all labor, materials, equipment, and pest control substances. Work hours are Monday through Friday, 7:00 a.m. to 2:00 p.m., coordinated with the facility's Chief Engineer. Emergency response to unresolved pest control problems is required within 2 hours of notification.

The initial contract term is three years with no stated renewal options; total term including any future extensions cannot exceed ten years. No subcontracting is permitted. The vendor must maintain $1 million general commercial liability insurance per occurrence and $2 million annual aggregate, $1 million auto liability insurance, and workers' compensation insurance as required by law. All employees must pass security background checks including drug screening before site access. Prevailing wage requirements under the Illinois Prevailing Wage Act apply. The contract is subject to appropriations availability and may be terminated by the State with thirty days' notice or immediately for cause. Contract value is estimated and to be determined by the State prior to execution.
