About this opportunity
Wake County General Services Administration is requesting proposals for Integrated Pest Management services across 109 county facilities comprising approximately 5 million cleanable square feet under RFP #26-087, with proposals due October 29, 2026 at 3:00 p.m. and a mandatory bidders' meeting October 1 at 10:00 a.m. at 401 Capital Blvd, Raleigh, North Carolina.
The scope covers surveillance, monitoring, trapping, and pesticide application for rodents, cockroaches, fire ants, ants, silverfish, millipedes, yellow jackets, fleas, flies, boxelder bugs, ticks, termites, and other arthropod pests, excluding birds, vertebrates, mosquitoes, and outdoor vegetation. Services span three geographic districts—Downtown, Eastern, and Outlying—encompassing courthouses, detention centers, libraries, fire stations, EMS facilities, and other county operations with average daily occupancy of 28,000 people. Monthly service includes minimum 15-minute per-facility visits verified by county time-tracking systems, quarterly entomologist inspections, and comprehensive inspections every six months. The contractor must provide all labor, equipment, vehicles, chemicals, uniforms, and materials.
Minimum qualifications include at least 10 years of IPM services experience with two similar-sized accounts; a full-time staff entomologist certified in at least two pest management phases ("P" and "W"); and qualified, certified or licensed pest management technicians. The contractor must maintain $1 million general liability, $1 million pollution liability, $1 million commercial auto liability, and $5 million umbrella coverage. Subcontracting requires prior written approval.
The contract term is five years with constant pricing in years one through three and potential increases of up to 3% in years four and five, subject to budget allowance and county discretion. Anticipated award is December 1, 2026, with services commencing January 1, 2027. Questions are due October 9 at 5:00 p.m., and a final addendum will issue October 16. Bidders must complete a detailed Pricing Workbook (Exhibit C) and submit conflict-of-interest disclosures. All proposals must be submitted electronically through the WC Bonfire Portal.
