About this opportunity

Cook County, Illinois is soliciting competitive bids for countywide pest control services through an Invitation for Bid (IFB) process. The procurement covers multiple county agencies including Facilities Management, the Sheriff's Office, the Juvenile Temporary Detention Center, and the Department of Transportation and Highways. The contracted pest control services will encompass treatment for insects, rodents, birds, and other pests at numerous county facilities throughout Cook County, including courthouses, detention facilities, warehouses, and maintenance districts. Service requirements vary by agency: Facilities Management requires weekly, biweekly, and monthly treatments at multiple locations with pigeon control at select buildings; the Sheriff's Office requires 37.5 hours per week with quarterly drain cleaning, integrated pest management plans, and quarterly reporting; the Juvenile Detention Center requires three days per week initially, reducing to twice monthly thereafter with electronic reporting; and the Department of Transportation and Highways requires monthly or as-needed services at four district locations. Contractors must possess current extermination licenses, submit Material Safety Data Sheets for all products, comply with EPA and state regulations, and provide trained, qualified personnel subject to background checks and security requirements. The contract will be awarded to the lowest responsive and responsible bidder for an initial three-year term with one two-year renewal option, and emergency services must be provided within 24 hours of request at no additional charge. Critical deadlines include a mandatory pre-bid site inspection to be pre-registered by May 20, 2026, with questions due via Bonfire by May 27, 2026, at 3:00 p.m. Chicago time, and sealed bids due June 17, 2026, at 10:00 a.m. Chicago time through the Cook County Bonfire portal.

The County offers five percent preference consideration for Veteran-Owned Business Enterprises (VBE), Service-Disabled Veteran-Owned Business Enterprises (SDVBE), Persons with Disabilities-Owned Business Enterprises (PDBE), and Social Enterprises, contingent upon submission of appropriate certifications and documentation. Minority Business Enterprise and Women Business Enterprise (MBE/WBE) certified firms are encouraged to participate and may submit MBE/WBE utilization plans with letters of intent from certified subcontractors. All bidders must complete and execute the Economic Disclosure Statement (EDS) form, which mandates comprehensive certifications and disclosures including compliance with bribery, bid-rigging, price-fixing, and fraud disqualification standards; drug-free workplace requirements; tax payment obligations; human rights and wage theft ordinance compliance; living wage requirements; and campaign contribution and gift ban restrictions. For contracts exceeding $10,000 in aggregate annual value, applicants must comply with child support enforcement ordinances and disclose substantial owners holding twenty-five percent or more interest. All bid submissions must include insurance certificates, identification of subcontractors through the required ISF form, and execution by authorized signatories with notarization; failure to accurately complete and execute required documentation may result in contract denial, suspension, or revocation, or disbarment from county business for up to three years. While no specific budget range or award value is provided in the solicitation documents, all pricing must be inclusive of labor, materials, delivery, equipment, insurance, taxes, and overhead, with the County reserving the right to adjust service frequencies and locations during the contract term and imposing liquidated damages for non-performance equal to the value of services not rendered.
