About this opportunity
The City of Philadelphia is requesting quotes on personalized pens for the Library of Accessible Media for Pennsylvanians (LAMP) under micro-purchase B2727394, with quotes due July 6, 2026. This is a micro purchase under the $45,000 threshold. The City will award as a whole or by line item, whichever is in its best interest, to the lowest responsive and responsible bidder; sellers must quote all items to be eligible for award consideration.
Scope includes personalized pens with LAMP logos; bidders must incorporate specified branding assets (provided as PNG exports) into product designs. Vendors proposing alternative products must provide brand and model numbers with comprehensive documentation. Delivery is to the Library of Accessible Media for Pennsylvanians at 1500 Spring Garden Street, Suite 230, Philadelphia, Pennsylvania 19130. All shipping and freight charges must be included in quoted prices; pricing cannot be modified after award.
The contract term is 365 days from the effective date upon issuance of a purchase order. Payment is made exclusively through electronic deposit following delivery, City approval, and invoice submission. Quotes remain valid for 60 days from submission.
Sellers must maintain general liability insurance with minimum limits of $500,000 per occurrence and workers' compensation at statutory limits. All pricing must be quoted net of taxes; the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes. Sellers must certify that neither they nor their parent or subsidiary companies are currently indebted to the City for delinquent taxes, liens, or judgments, and must comply with Philadelphia business tax requirements and conflict-of-interest provisions.
A signed Consent and Authorization Agreement must be on file in the vendor's profile or attached with the quote submission; quotes without this documentation will not be considered. Submission of a voluntary LGBTQ Applicant Data Form is available but optional and does not establish set-asides or pricing preferences. All quotes must be submitted through www.PHLContracts.phila.gov. Do not deliver goods or provide services until department notification is received.
