About this opportunity
The Georgia World Congress Center Authority (GWCCA) is issuing a Request for Proposals (RFP) to procure comprehensive professional design, consulting, equipment procurement, installation, and programming services for the development of permanent sensory rooms within GWCCA facilities located in Atlanta, Georgia. The project encompasses the creation of four sensory environments—three permanent guest sensory rooms and one employee wellness/sensory decompression room—across the GWCCA campus, which includes the Georgia World Congress Center, Centennial Olympic Park, Mercedes-Benz Stadium, and Signia by Hilton Atlanta. These sensory rooms are intended to serve as calming, inclusive, therapeutically supportive environments for neurodivergent guests, individuals with sensory sensitivities, guests with PTSD, and others requiring emotional regulation support during conventions, exhibitions, and major events, including FIFA World Cup programming. Proposers must demonstrate a minimum of five consecutive years of experience in related sensory room design services, provide at least three qualification references including one from a similar public or quasi-public client, and submit current financial statements or Dun & Bradstreet reports. The RFP evaluation will be weighted 70% on technical merit—including specialized expertise in designing sensory rooms in public venues, design quality with ADA compliance, implementation and training capabilities, and project management capabilities, with preference given to Georgia-based firms—and 30% on cost. The written question submission deadline is February 23, 2026 at 10:00 AM, with answers posted on February 25, 2026, and proposals due on March 2, 2026 at 10:00 AM. Proposals must be submitted on one flash drive, one original, and two complete hardcopies to the GWCCA Purchasing Department, and will remain open for acceptance for 120 days following the submission deadline.
Proposers must comply with Georgia's Security and Immigration Compliance Act, E-Verify requirements, Equal Employment Opportunity provisions, and drug-free workplace policies. Insurance requirements include contractor's protective liability coverage with minimum limits of $1,000,000 per accident for bodily injury and property damage, and contractor's public liability insurance with minimum limits of $1,000,000 per person and $3,000,000 per accident for bodily injury and $1,000,000 per accident and $3,000,000 aggregate for property damage. The GWCCA intends to make a single award to the highest-scored proposer but reserves the right to make split awards if deemed in its best interest. A strict restriction of communication is in effect for this procurement; interested firms are prohibited from communicating with GWCCA staff or officials except through the Issuing Officer, Erle Coleman (ecoleman@gwcc.com, 404.223.4244), or by submitting written questions as instructed, and finalists and apparent awardees are restricted from making public statements or press releases regarding their selection. No specific budget or award value range has been disclosed in the available procurement documentation. The complete RFP package is available on the Georgia Procurement Registry at https://ssl.doas.state.ga.us/PRSapp/PR_index.jsp.
