About this opportunity

Public Utility District No. 1 of Clallam County is requesting bids on permanent repair of landslide-damaged water main infrastructure — replacement of approximately 3,500 linear feet of existing 6-inch HDPE water main with new 8-inch HDPE DR 9 or 11 main along State Route 112 in Clallam Bay, Washington (mile post 15.8 to 16.5) — with bids due September 30, 2026 at 2:30 p.m. PST and a voluntary pre-bid conference on September 8 at 11:00 a.m. PST at the District's Sekiu office. A mandatory apprentice-labor requirement mandates that 15% of total contract labor hours be performed by apprentices registered in state-approved training programs, with a $2,000 incentive for compliance or $2,000 penalty for non-compliance without approved Good Faith Efforts.

Principal work items include installation of 14-inch HDPE casing pipe using horizontal directional drilling methods, replacement of valves and water service installations, replacement of one fire hydrant, installation of five air release and vacuum valve assemblies, pre-cast concrete vault installation for future pressure-reducing valve station, pavement patching and overlay, and removal and disposal of existing water mains. Contractors must be licensed, bonded, and insured in Washington State and comply with prevailing wage requirements under WSDOT Standard Specification Section 1-07.9 (2025 edition).

The project is partially or fully funded through FEMA grant program funds; all FEMA requirements and provisions apply to general contractors and subcontractors. Substantial completion is required within 150 consecutive calendar days after Notice to Proceed. Liquidated damages are $1,000 per calendar day for delay in reaching substantial completion and $250 per calendar day until physical completion.

Bid security of not less than 5% of the total bid amount is required. Performance and Payment Bonds at 100% of the contract amount must be provided prior to Notice to Proceed. The District will evaluate apparent low and second low bidders on supplemental responsibility criteria requiring documentation of at least three successfully completed similar water main projects of 1,000+ linear feet using HDD methods within the last five years. The District retains the right to reject any and all bids and has established a 48-hour deadline for supplemental documentation submission.
