About this opportunity

The Florida Department of Health's Bureau of Public Health Laboratories (BPHL) has a need to purchase Health Level Seven (HL7) configurations from PerkinElmer Health Sciences, Inc. The HL7 configurations include a method to consume HL7 inbound demographic order files and create HL7 outbound results messages within the existing Newborn Screening Laboratory Information Management Systems (LIMS). These services are required to increase electronic laboratory orders, decrease paper requests, improve data interoperability, and provide faster turnaround time for test results to birthing centers, preventing life-threatening situations. The estimated dollar amount for this single-source acquisition is $97,600.00 for a 1-year term. The procurement is set to take place with a due date of August 30, 2022, as PerkinElmer Health Sciences, Inc. is the sole source for these services, having developed and currently supporting BPHL's Newborn Screening LIMS. PerkinElmer has the specific knowledge of the system architecture, application design specifications, and subject matter expertise necessary to provide the required HL7 messaging configuration due to the proprietary nature of the LIMS.

This contract opportunity is limited to PerkinElmer Health Sciences, Inc. as the sole source provider. There are no set-aside designations or restrictions on the types of organizations that can respond. The current incumbent vendor is PerkinElmer Health Sciences, Inc., and the existing Newborn Screening LIMS infrastructure and technology requires integration with the HL7 messaging configuration services.
