About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Health, Bureau of Public Health Laboratories (BPHL). The Department requires the purchase of HL7 configurations from PerkinElmer Health Sciences, Inc. to consume HL7 inbound demographic order files and create HL7 outbound results messages within the existing Newborn Screening Laboratory Information Management Systems (LIMS). These services are needed to increase electronic laboratory orders, decrease paper requests, improve data interoperability, and provide faster turnaround time for test results to birthing centers, preventing life-threatening situations. The estimated dollar amount for this single-source acquisition is $97,600.00 for a 1-year term.
PerkinElmer Health Sciences, Inc. is the sole source for these services as they developed and currently support BPHL's Newborn Screening LIMS. PerkinElmer has the specific knowledge of the system architecture, application design specifications, and subject matter expertise necessary to provide the required HL7 messaging configuration due to the proprietary nature of the LIMS.
