About this opportunity

Peoria County is requesting bids for reconstruction of the jail ring road and employee parking lot under an Invitation to Bid, with sealed or electronic bids due August 14, 2026 at 10:00 a.m. CST. A pre-bid meeting was held August 7, 2026 at 10:00 a.m. CST at the Peoria County Sheriff's Office, 301 N Maxwell Road, Peoria, Illinois. This is a public works project subject to the Illinois Prevailing Wage Act, requiring all contractors and subcontractors with contracts exceeding $30,000 to participate in a U.S. Department of Labor Bureau of Apprenticeship and Training–approved apprenticeship and training program.

The scope encompasses site demolition (removal of existing pavement, curb, and gutter), earthwork (excavation, grading, aggregate base preparation, and compaction), new site pavement with curb and gutter installation, miscellaneous storm inlet modifications, and landscaping and seeding restoration of disturbed areas. Bids are to be submitted in person to Peoria County Purchasing at 324 Main Street, Room 501, Peoria, Illinois 61602, or through the Peoria County Bid Net portal.

Construction is scheduled to begin October 1, 2026 and complete by December 1, 2026. The bid package (31.32.33) covers all activities as a single work package. No bid bond is required; however, a 100% Payment and Performance Bond is requested as an alternate bid item. All contractors must execute a Community Workforce Agreement with the West Central Illinois Building and Construction Trades Council, maintain active Equal Employment Opportunity certification through the City of Peoria, and submit monthly certified payrolls. Required insurance includes statutory workers' compensation, comprehensive general liability ($1 million combined single limit), automobile liability ($1 million), and umbrella liability ($5 million per occurrence and aggregate). Unit prices and labor rates must be provided. Partial payment of 90 percent is made as work progresses; 10 percent is retained until substantial completion. The award will be made to the lowest responsive and responsible bidder.
