The Pennsylvania Professional Fire Fighters Association is requesting sealed proposals for two separate construction contracts at the PPFFA Memorial Project in Harrisburg, Dauphin County, Pennsylvania, with proposals due July 17, 2026 at 3:00 PM via the PennBid Program. Contract 1 covers General Construction and Contract 2 covers Electrical Construction. Prevailing wage compliance and the Build America, Buy America Act (BABAA) and Steel Products Procurement Act are mandatory — all iron, steel, manufactured products, and construction materials must be produced in the United States.
Bidders must demonstrate experience by successfully completing a minimum of five similar projects and provide references with project details and contact information. Scope includes site work (demolition, grading, concrete walks and plaza installation, erosion control) and electrical work to support a memorial assembly furnished by others; work must be substantially completed and ready for monument installation by October 23, 2026. The memorial assembly consists of granite pedestals, carved sculptures, pavers, benches, tablets, and a 30-foot aluminum flagpole with internal halyard system. Bidders are responsible for all costs associated with construction layout by a Pennsylvania-registered professional land surveyor, field quality control testing, utility coordination and notification, and ADA Standards compliance.
Each proposal must be accompanied by a bid bond, certified check, or cash equal to at least 10 percent of the proposal amount. Compensation is structured as lump-sum pricing for each contract. Payments prior to substantial completion are made monthly within 45 days of estimate submission at 90 percent of completed work value until 50 percent completion, then 95 percent thereafter, with 5 percent retainage until substantial completion. Liquidated damages of $1,000 per calendar day (excluding Sundays and legal holidays) apply for work uncompleted after October 23, 2026. Successful bidders must furnish Performance and Labor and Material Bonds in the full bid amount within ten days of Notice of Award and execute a Non-Collusion Affidavit. A one-year maintenance guarantee period follows final payment. Bids remain subject to acceptance for 120 days after opening; no bidder may withdraw within 90 days of opening.
