About this opportunity
The Lehigh Township Municipal Authority is seeking sealed bids for Contract 25-1, the Pennsville Wastewater Treatment Plant Expansion Phase I, a comprehensive infrastructure project located in Northampton County, Pennsylvania. The procurement is for a phased construction effort focusing on site work, piping, and tank installations, with specific deliverables including erosion and sedimentation controls, stormwater management facilities, site grading, landscaping, and excavation. Key project components encompass an influent pump station wet well, valve vault, screening chamber, two Sequencing Batch Reactor (SBR) tanks, equalization tanks, yard piping, storm sewers, and a gravity sanitary sewer from the Kola Road Pump Station. Sealed bids will be submitted online via the PennBid Program by 2:00 PM on October 29, 2025, with a non-mandatory pre-bid meeting scheduled for October 16, 2025, at the Authority's building in Walnutport, PA. Bidders must provide a 10% Bid Bond, 100% Performance Bond, 100% Payment Bond, and 10% Maintenance Bond, with project contact Dave Getz available at 610.760.2459 for site visit arrangements.
The project is funded through three grant sources: 2022 Local Shares Statewide Grant, 2023 Local Shares Statewide Grant, and COVID-19 ARPA H2O PA Grant, suggesting potential opportunities for various contractor types. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the bid documents indicate standard compliance requirements for Pennsylvania prevailing wage rates, nondiscrimination policies, and safety regulations. The project scope specifically excludes mechanical equipment, structural buildings, and electrical work, focusing solely on foundational infrastructure elements. The total project duration is set at 150 days from the Notice to Proceed, with liquidated damages of $250 per day for schedule overruns. Although a specific budget range is not detailed in the provided documents, the comprehensive nature of the infrastructure work and multiple grant funding sources suggest a significant capital investment for this municipal wastewater treatment plant expansion project.
