About this opportunity
The Pennsylvania Department of Transportation (PennDOT) is soliciting bids for seventeen salt brine storage tanks across three capacity categories—eight 5,000-gallon, seven 10,000-gallon, and two 6,100-gallon units—with proposals due July 6, 2026. Pennsylvania's Reciprocal Limitations Act preference applies to vendors offering supplies manufactured or produced in Pennsylvania; bidders must disclose the state of manufacture for all items and may qualify for a bid reduction based on their home state's preference percentage.
Deliveries must be split between two locations: the Eastern PA Training Facility in Grantville, Pennsylvania, and PennDOT Engineering District 2-070 in Clearfield, Pennsylvania, within 60 days of purchase order receipt on an F.O.B. destination basis. All tanks must be new, single-walled construction with UV protection and a minimum three-year manufacturer warranty. Each tank requires a minimum 2-inch port. Installation services are not included in scope.
Contractors must submit four mandatory compliance certifications: a Lobbying Certification Form (BOP-1307) certifying no federal appropriated funds will be used for lobbying; a Worker Protection and Investment Certification Form (BOP-2201) confirming compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and thirteen state labor and workforce safety statutes including prevailing wage and child labor laws; an Iran Free Procurement Certification Form under Pennsylvania Procurement Code Sections 3501-3506 (required for contracts valued at $1 million or more); and a Reciprocal Limitations Act disclosure of manufacturer state of origin for all items. False certifications carry substantial penalties including contract termination and multi-year debarment from future Pennsylvania procurements.
