About this opportunity
This is a statutorily mandated single source procurement advertisement issued by the Florida Department of Law Enforcement (FDLE) for a one-year software license and maintenance agreement for Pen-Link content management software. The FDLE's Investigations and Forensic Services division, specifically the Cyber Performance unit, is procuring this software system along with related software maintenance and support services. The Pen-Link system is a proprietary investigative software platform used directly in investigative tactics and operations. The procurement covers the full software license, maintenance services, and technical support for the one-year contract period. The posting date for this statutorily mandated fifteen business day advertisement is April 30, 2026, with a deadline for receipt of information from prospective vendors set for May 21, 2026. Interested parties should direct inquiries to Carrie LaJeunesse at the FDLE's Central Purchasing office, located at 2331 Phillips Road, Tallahassee, Florida 32308, by telephone at (850) 410-7300 or by email at CentralPurchasing@fdle.state.fl.us.
This procurement is restricted to the single source vendor, Pen-Link, Ltd., located at 3400 Plantation Drive, Suite 200, Lincoln, Nebraska 68516, as the Pen-Link system was developed exclusively by and is completely proprietary to this vendor, with no other vendor capable of selling, supporting, or providing training for the software and system. The single source justification has been approved by Julia Lycett, Chief of General Services, and Mike Duffey, Special Agent in Charge, and this advertisement serves as formal notice of the FDLE's intended single source procurement decision pursuant to Florida Statutes Sections 120.57(3) and 287.057(3) and Florida Administrative Code Rule 60A-1.045. No set-aside designations or restrictions applicable to disadvantaged enterprises are indicated in this procurement notice. The estimated dollar amount for this single source procurement is $350,000.00 for the one-year contract period. As this is a single source procurement rather than a competitive bid or proposal process, only the identified incumbent vendor is eligible to respond.
