About this opportunity
The Commonwealth of Kentucky Transportation Cabinet Division of Purchases is requesting bids on pedestals and bases for the Division of Traffic Operations under a master agreement contract, with bids due August 6, 2026 at 1:30 p.m. Eastern Time. The procurement is funded by Federal Highway Administration funds and is subject to Buy America and Build America Buy America (BABA) Act requirements, including certification that all manufacturing processes for steel, iron, and aluminum components occur in the United States — a decision-flipping compliance gate.
The scope includes eight line items: 200 units of pedestal poles with breakaway bases and anchor bolts; 25 breakaway bases only; 70 one-way pedestal top mounting brackets; 75 two-way pedestal top mounting brackets; 35 post tops; 500 pole-mounted FSA boxes; 5 pole feet; and 5 pole feet with conduit hubs. All products must meet FHWA/KYTC MASH certification for breakaway bases and ASTM specifications for anchor bolts. Equipment operating at 120 volts requires shock hazard stickers compliant with NFPA 70E standards per Attachment D.
The master agreement contract runs from award through August 31, 2027, with four optional one-year renewal periods. Evaluation uses best value with price weighted at 95 points and delivery time at 5 points; lowest bidder on price and best delivery time each receive maximum points. Pricing must be F.O.B. Destination Freight Prepaid and Allowed. Required certifications include non-collusion, BABA compliance, insurance with minimum Commercial General Liability of $1 million per occurrence and $2 million aggregate, and affidavits on campaign finance compliance and artificial intelligence use. Bids must be submitted electronically through the Kentucky Vendor Self Service eProcurement system; paper submissions are not accepted. A public bid reading will be held via conference line on the closing date. Written questions are due July 23, 2026. Tentative award date is August 31, 2026. The Commonwealth reserves the right to adjust quantities as needed; estimated quantities are reference only with no guaranteed purchase volumes.
