About this opportunity
Palm Beach County Board of County Commissioners, through its Purchasing Department, issued Invitation for Bid (IFB #23-055/MB) for the purchase and delivery of pebble quicklime in bulk on a term contract basis. The County seeks 12,000 tons of pebble quicklime to be delivered to two Water Treatment Plants: Water Treatment Plant #2 (4,000 tons) at 2956 Pinehurst Drive, West Palm Beach, and Water Treatment Plant #8 (8,000 tons) at 1500 Jog Road, West Palm Beach. Bids were due on March 30, 2023, at 4:00 p.m. to the Palm Beach County Purchasing Department at 50 South Military Trail, Suite 110, West Palm Beach, FL 33415. The contract shall be awarded for an initial twelve-month term or until the estimated amount is expended, with an option to renew for four additional twelve-month periods upon mutual written agreement. Bidders must submit unit prices per ton with prices remaining firm for ninety days from bid submission and throughout all renewal terms. All delivered quicklime must comply with AWWA B202-07 Standard for Quicklime and Hydrated Lime, be delivered in cleaned and dried tanker trucks, and be accompanied by certified physical and chemical analysis and a one-pound air-tight sample with each delivery. Qualified bidders must demonstrate three references of similar work within the past three years, evidence of active quicklime production capability, adequate equipment and labor, reliable distribution channels, and financial capability, with delivery required within two calendar days after receipt of a delivery order unless otherwise approved by the Purchasing Director.
The award will be made on an all-or-none, total offer basis to the lowest responsive, responsible bidder subject to Small/Minority/Women-Owned Business Enterprise (S/M/WBE) participation and Local Preference provisions. The County reserves the right to make multiple awards, designating the lowest bidder as primary awardee and the next lowest as secondary awardee. Successful bidders must maintain Commercial General Liability Insurance of not less than $500,000 per occurrence, Business Auto Liability Insurance of not less than $500,000, and Workers' Compensation Insurance. The F.O.B. point is destination, with the successful bidder assuming all transportation charges, liability, and risk in transit. No incumbent vendors or current contractors were identified in the solicitation documentation. While specific budget or award values were not stated in the available materials, the procurement is valued based on the estimated 12,000 tons of pebble quicklime required over the contract term at unit prices to be submitted by bidders.
