About this opportunity
The Fort Valley Utility Commission (FVUC) is soliciting sealed proposals for comprehensive water infrastructure improvements in Peach County, Georgia, through Request for Proposal #32172.0001. The project is divided into three distinct divisions focusing on water treatment and supply infrastructure, with specific objectives including constructing new water supply wells, an elevated water storage tank, water treatment plants, and water mains along Fulwood Road and River Road. Division I involves constructing a new water treatment plant along River Road, including permitting, clearing, grading, erosion control, landscaping, fencing, chemical treatment equipment, electrical components, SCADA systems, and interconnection of existing water mains. Division II encompasses constructing a new water treatment plant and one 1,500 gallon per minute (GPM) potable water supply well near GA Hwy 49/Peach Parkway, complete with wellhead piping, well building, and connection to an elevated storage tank. A pre-bid meeting is scheduled for July 16, 2025, at 10:00 AM at the Fort Valley Utility Commission, with sealed proposals due by 10:00 AM on July 30, 2025, at their meeting room located at 500 Anthoine Street, Fort Valley, Georgia.
The project is federally and state funded through the Water and Sewer Infrastructure, State Fiscal Recovery Funds (SFRF) program under the American Rescue Plan Act of 2021 and is eligible through the Drinking Water State Revolving Fund (DWSRF). Bidders must submit a bid bond or certified cashier's check for 5% of the base bid, with performance and payment bonds required at 100% of the contract price. A Utility Contractor (UC) License is mandatory, and bidders must comply with federal and state requirements including President's Executive Orders prohibiting discrimination, the Civil Rights Act, and the Davis-Bacon Act. The project encourages procurement of American-made equipment and products. Plans and specifications can be obtained from Thomas & Hutton Engineering Co. for a non-refundable fee of $200.00. While specific budget ranges are not explicitly stated, the comprehensive infrastructure improvements suggest a significant capital investment in water system upgrades for Peach County, with potential contract values reflecting the extensive scope of work involving multiple construction divisions and complex water infrastructure development.
