About this opportunity
The Executive Office of Technology and Security Services, through its Bureau of Geographic Information (MassGIS), has issued a Notice of Intent to partner with the U.S. Geological Survey on FY27 wetland mapping enhancement under PCR-27-05775, with responses due November 12, 2026 at 5:00 p.m. Eastern Time. This is a sole-source-style intent: EOTSS is not running a full competitive procurement and will decide whether to proceed with a contractual arrangement with USGS or withdraw the notice after the posting period.
The project covers approximately 3,264 square miles across 22 Massachusetts watersheds under the USGS 3D Hydrography Program. The work develops Elevation Derived Hydrography (EDH) data and produces updated wetlands data that integrates EDH data, underground stormwater drainage networks, pipeline infrastructure data, and top of stream bank locations. Specifications follow the USGS Lidar Base Specification, the USGS EDH Acquisition Specifications (2024 Rev. A2), and the National Wetlands Inventory mapping schema. The resulting data will be placed in the public domain for the USGS National Map.
The estimated expenditure is approximately $271,972.47. EOTSS states that partnering with USGS offers best value to the Commonwealth because it saves MassGIS staff time and effort on quality assurance while leveraging USGS expertise. Interested parties direct submissions to Nelson Wong, Procurement and Sourcing Manager.
