About this file
This is a Notice of Intent to procure services from the US Geological Survey issued by the Executive Office of Technology and Security Services, through its Bureau of Geographic Information (MassGIS). The project involves partnering with USGS under the 3D Hydrography Program to develop Elevation Derived Hydrography (EDH) data for wetlands mapping enhancement across approximately 3,264 square miles spanning 22 watersheds in Massachusetts. The project will produce updated wetlands data integrating EDH data, underground stormwater drainage networks, pipeline infrastructure data, and top of stream bank locations. All project specifications will adhere to USGS Lidar Base Specification, USGS EDH Acquisition Specifications – 2024 Rev. A2, and the National Wetlands Inventory mapping schema. The resulting data will be placed in the public domain for the USGS National Map. The response deadline for interested vendors and offerors is 5:00 PM Eastern Time on November 12, 2026, with submissions directed to Nelson Wong, Procurement and Sourcing Manager.
The estimated expenditure for this procurement is approximately $271,972.47. EOTSS has chosen to issue this Notice of Intent rather than conduct a full competitive procurement because it believes partnering with USGS represents best value to the Commonwealth, as it allows MassGIS to save staff time and effort on quality assurance while leveraging USGS's extensive expertise. Following the NOI posting period, EOTSS will determine whether to proceed with a contractual arrangement with USGS or withdraw the notice. No set-asides or incumbent information is specified in this notice.

Notice of Intent (NOI) to Procure Services from the US Geological Survey October 29, 2026
The Executive Office of Technology and Security Services (“EOTSS”) announces its intent to procure services from the US Geological Survey (“USGS”). EOTSS, through its Bureau of Geographic Information (“MassGIS”), participates in the USGS 3D Hydrography Program (“3DHP”). Under the 3DHP program, MassGIS has the option to partner with the USGS and have the USGS conduct this procurement through their Geospatial Product and Service Contracts. EOTSS will choose this option.
The USGS partners with state and local governments, as well as other federal agencies on Elevation Derived Hydrography (EDH) data developed from topographical lidar. For this project, EDH data will be used to produce update wetlands data for approximately 3,264 square miles across 22 watersheds. Project specifications will adhere to the USGS Lidar Base Specification, USGS EDH Acquisition Specifications – 2024 Rev. A2, and the National Wetlands Inventory mapping schema; these specifications are industry standards.
By partnering with USGS, MassGIS saves the staff time and effort required to perform quality assurance for the EDH project deliverables, while taking advantage of the USGS extensive staff expertise. The project requirements include integration of wetlands with a number of additional mapped features, including Elevation Derived Hydrography (EDH) data, underground stormwater drainage networks and pipeline infrastructure data, and the top of stream bank locations. This data will be placed in the public domain for the USGS National Map. This data will benefit both the Commonwealth and USGS.
EOTSS is posting this Notice rather than conducting a full procurement because EOTSS believes this opportunity represents best value to the Commonwealth and is utilizing this Due Diligence Posting to ensure that the process is open, fair, and competitive. EOTSS estimates the expenditure for this procurement to be approximately $271,972.47.
Response Requirement and Deadline All Interested Vendors and Offerors interested in responding to this Notice, regardless of prior communications with EOTSS, must submit a Response to this posting with their interest or comment. All required information must be submitted by 5:00PM (prevailing Eastern Time) on November 12, 2026 to the contact listed below.
After the NOI posting period is completed, EOTSS will either (i) withdraw the notice and not proceed with procuring services from the USGS or (ii) proceed with developing a contractual arrangement with the USGS.
